- NASA/GSFC plans to acquire an Isotope ratio mass spectrometer and the associatedfront end peripheral devices, gas chromatograph (GC) and elemental analyzer (EA) fromThermo Fisher Scientific. Isotope ratio mass spectrometry (IRMS) is the gold standardfor stable isotopic measurements and is the only way to ground truth flightinstrumentation designed to make isotopic measurements. This instrument will enablemeasurement of carbon, nitrogen, hydrogen, oxygen, and noble gas stable isotopes and willsupport current research such as chamber experiments to simulate planetarysurface-atmosphere interactions and subsurface hydrothermal environments. This willenable new research directions in astrobiology and planetary geochemistry while providingdirect support to mission science and instrument development. Thermo Fisher Scientifics mass spectrometer and automated sample preparation and inletsystem have a large number of unique hardware and software features, which lead to uniquecapabilities and superior specifications for the analyses of interest to NASA.Theirunique capabilities are evident in the realization of a highly specialized hybridGC-MS/IRMS fabricated for NASA/GSFC, in which a quadrupole mass spectrometer was fullyintegrated with the IRMS. The realization of this configuration required specialplumbing, special software, special testing, and special installation procedures, whichfully met NASAs need for an integrated GC-MS/IRMS hybrid instrument. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May, 5, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
