PLEASE FOLLOW SECTION "L" INSTRUCTION FOR BID SUBMISSIONS. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. This acquisition is being advertised as FULL AND OPEN COMPETITION under FAR Part 19, Subpart 19.10, Small Business Competitiveness Demonstration Program, and any resultant firm-fixed price contract will be awarded pursuant to FAR 13, Simplified Acquisition Procedures. In accordance with FAR Part 36.204(b), the estimated magnitude of construction is between $25,000 and $100,000. The estimated contract period of performance is 45 calendar days after the Notice to Proceed. The applicable North American Industry Classification System (NAICS) Code is 237110. The Small Business Administration size standard is $33.5 million. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA). The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, labor, equipment and materials to complete the project on time and on schedule. The scope of work includes drilling and development of new vertical water well at the Mt Laguna Recreation Area on the Cleveland NF. Work also includes well destruction at various locations on the Forest. This type of work calls for specialized experience and equipment that typical construction contractors do not possess.
