- SUBJECT Navagition Improvements at Douglas Harbor, Douglas, Alaska Document Type: Presolicitation Notice Solicitation Number: W911KB-10-B-000 6 Posted Date: 12 May 2010 Classification Code: Z -- Maintenance, Repair, or Alteration of Real Property Set Aside: Total Small Business Aside Description An Invitation for Bid in electronic format only will be available for download on or about May 25, 2010 at www.fbo.gov. No disks shall be mailed. Any resulting contract will be firm-fixed priced. The North American Industrial Classification System code is 237990, which has a size standard of $33.5 million in average annual receipts. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process as soon as possible should they be the low bidder selected for the award. The solicitation shall be issued on a competitive sealed bid basis. The government shall not be responsible for bid preparation costs in the event the solicitation is canceled. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price and a bid guarantee for 20% of the bid price or $3,000,000, whichever is less shall be applicable. Therefore, the successful firm shall have the capability to acquire such bonding. The Davis-Bacon Act will apply. DESCRIPTION OF WORK: The U.S. Army Corps of Engineers has an ongoing project for Navigation Improvements at the Douglas Harbor in Douglas, Alaska, which is across Gastineau Channel from Juneau, Alaska. Completion of the project via this contract involves installation of a 230' long by 18' wide by 8' thick concrete Floating Breakwater (FBW) which was cast in Tacoma, Washington and is temporarily moored at Aurora Harbor in Juneau, Alaska. The FBW will be permanently moored via twelve pipe piles driven through pile guides cast into the FBW. The pile diameter will be 20" or less, with smaller diameter piles requiring thicker walls. Acceptable pile diameter and wall thickness combinations are provided in the design documents. The piles will penetrate the relatively soft overburden which ranges from 9' to 19' in thickness; and extend 20' into the underlying glacial till and/or bedrock. Penetration of the glacial till/bedrock will require drilling this material prior to driving the piles. The Contractor is to furnish all labor, equipment supplies materials, supervision and other items and services necessary to accomplish the work. The Contractor will furnish all labor, supplies, and materials to accomplish the work. The estimated magnitude of Construction is between $500,000 and $1,000,000.
