SOURCES SOUGHT NOTICE: Dermatopathologist to provide familial melanoma study pathology data to the Melanoma Genetics Consortium (GenoMEL) Notice Number: SS-100082-2010-AV Issued By: National Cancer Institute (NCI), (http://www.nci.nih.gov) Office of Acquisitions (OA) Key Dates: Capability Statement Due Date: May 26, 2010 General Information: This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). Purpose: The purpose of this Sources Sought Notice is to identify qualified small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of providing the services described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Description of Information to be included in the Capability Statement: The Genetic Epidemiology Branch (GEB) in the Division of Cancer Epidemiology and Genetics (DCEG) of the National Cancer Institute (NCI) requires the services of a dermatopathologist to carry out work under the NCI protocol "Clinical, Laboratory, and Epidemiologic Characterization of Individuals and Families at High Risk of Melanoma." The contractor shall be provided pathology material consisting of 5 slides per patient, 1-3 paraffin blocks approximately per patient (blocks shall be determined by the number of lesions removed per patient) for a total of 99 lesions per year. The lesions shall be categorized as melanoma, dysplastic nevi, common nevi, or some other skin tumor for patients who are participants in GenoMEL-related studies. Contractor Requirements: The Contractor shall be certified by the American Board of Pathology as specialist in Dermatopathology and have a minimum of 5 years experience in the following task areas: 1. Preparation of high-resolution digital pigmented lesion pathology slide images. 2. Rigorous pigmented lesion pathology material and image review according to GenoMEL criteria. 3. Evaluation of lesions based on a panel of variables and pathologic criteria (i.e. thickness of invasion; determination of dysplasia; cellular features) that are required data elements for GenoMEL's data analyses. 4. Generation of pathology data forms containing the variables and format needed for the Consortium. The contractor shall provide the NCI with data forms in Word Format of his findings within 1-2 weeks after each pathology review, depending upon their complexity. These data forms shall serve the research purposes of the GEB and ensure that the pathology review parameters and data elements are consistent with the criteria and format required by GenoMEL. Period of Performance: The period of performance shall be for one 12 month base period with three 12 month option periods. The Government plans to award this contract as a firm fixed price contract. The Contractor shall provide services for a maximum of 99 slides per year at a fixed rate per slide. NAICS Code and Size Standard: In the event an RFQ is issued, North American Industry Classification System (NAICS) code 541690 with a size standard of $7M is being considered. How to Submit a Response: Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single space, 12 point font minimum) that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NCI personnel and will be held in a confidential manner. Due Date: Capability statements are due no later than 11a.m. May 26, 2010.
