- This is a Sole Source Notice for: 1. Identification of tbe Agency and Contracting Activity: Agency: Library of Congress Requiring Activity: National Library Service for the Blind and Physically Handicapped 2. Nature and/or description of tbe Action Being Approved: The minimum needs of the Library of Congress to acquire the service to contract to provide newspapers to blind and physically handicapped residents at no cost to the individual can only be met by the National Federation of the Blind (NFB). • Only one responsible source and no other supplies or services will satisfy LOC's requirements (FAR 6.302-1) Background: The National Federation of the Blind provides newspapers to blind and physically handicapped residents at no cost to the individuals through NFB-NEWSLINE®. NFBNEWSLINE ® is an electronic newspaper service which delivers 264 newspapers and seven magazines on the same day of publication over the telephone or most via email. Sole Source: NFB-NEWSLINE® is the only telephone-based reading service for blind and disabJed persons available nationally. In addition, NFB-NEWSLTI'l"E® is an absolutely unique product in providing a reader registration service as well as content. Agencies which sponsor NFB-NEWSLINE® are not responsible for purchasing, operating, or maintaining the computer and telecommunications technology used or for day-to-day operations to obtain content. Use ofNFB-NEWSLINE® requires registration in accordance with criteria of the Library of Congress, National Library Service for the Blind and Physically Handicapped. NFB-NEWSLINE® maintains a national database of registered users. Personnel from libraries for the blind and physically handicapped, public libraries, and other appropriate agencies can be authorized to register readers on a secure system administration Internet site maintained as part of the NFB-NEWSLINE® service. Registered readers have access to NFB-NEWSLINE® toll-free and may call the service 7 days a week, 24 hours a day, even while traveling away from home. Some of the features which make NFB-NEWSLINE® unique are: • The largest selection of national, regional, and local newspapers • On-demand access • Personalized TV listings • Availability of news feeds (Associated Press and UPI) updated hourly • English and Spanish language content • Free access from any touch-tone telephone in the United States NFB-NEWSLINE® is a unique product, which is only available from the National Federation of the Blind. If any other source is capable of providing service, please contact Contracting Officer by May 14, 2010 by noon, est.
