- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs Alaska Medical & R.O. Center 2.Description of Action: This is a request for other than full and open competition for the procurement of the signage and cabling hardware and installation services for the new VA Medical Center, 102 N. Muldoon Rd, Anchorage AK. Q-Matic Corporation 95 Underwood Rd. Fletcher, NC 28732 1-828-209-1000 3.Description of Supplies or Services: This procurement is for the signage and cabling hardware required to be relocated and installed the electronic ticket machine system into the new VA Medical Center. The Q-Matic technician will shutdown, disassemble, move, re-cable, and reconfigure the system in the new location. They will certify that the system is working correctly. 4.Statutory Authority: (X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirement. 6.Actions to Promote Competition: Prior to making another sole source award to this vendor, the contracting specialist will research the market by submitting a sources sought notice through the GSA E-Buy and Fed Biz Ops to ensure no other vendors are authorized to offer this service. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $5,336.63. I have reviewed past PO's to determine price reasonableness. P.O. 463-A70107 for $21,642.04 was to procure the entire Q-Matic ticket system and installation. We are paying approximately 25% for the removal and reinstallation into a new VA Medical Center. The price is determined to be fair and reasonable. 8.Market Survey (FAR 10): Q-Matic Corporation is the only authorized dealer to work on this system. 9.Other Considerations: Each Q-Matic installation is unique with custom configurations, with the many different components requiring different types of cabling and wiring (i.e. passive). Any modifications done to the system by unauthorized personnel will void warranty coverage. Q-Matic cannot promise that damage done due to improper shutdown; disassembly and reconfiguration can be repaired, and may require all new components and cabling. 10.Listing of Sources that expressed, in writing, an interest in the acquisition: None 11.Statement of Actions to Overcome Barriers to Competition: Prior to making another sole source award to this vendor, the contracting specialist will research the market by submitting a sources sought notice through the GSA E-Buy and Fed Biz Ops to ensure no other vendors are authorized to offer this service. 12.Requirements Certification: I certify that the requirement outlined in this justification is a bonafide need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief. ___________________________________ Name: Kathy S.
