- NASA/ARC plans to issue a Request for Proposal (RFP) for the Aviation SafetyReporting System (ASRS) and Related Systems.This pre-solicitation notice is issued to replace the Request for Information SynopsisRFI Aviation Safety Reporting System and Related Systems' Reference number RFI-ASRS-Lposted July 31, 2009, which will be archived on May 11, 2010.A Draft Statement of Work for ASRS is posted with this notice.Comments and/orcontractual and technical questions on the Draft Statement of Work must be submitted by4:00PM Pacific time on May 26, 2010. Please submit all communications via e-mail withthe solicitation number, NNA10317708R, in the subject line to the Contract Specialist,Elizabeth Sanchez, and Contracting Officer, Manuel Herrada, at the email addressesspecified below. Telephone questions will not be accepted. Overall Scope of Requirements: The National Aeronautics and Space Administration (NASA) operates and manages theAviation Safety Reporting System (ASRS) and Related Systems which are modeled to functionas voluntary, independent, and confidential safety reporting systems in aviation,railroad transportation, and potentially other domains such as medicine. In aviation,the mission of the ASRS since 1976 has been to acquire information concerning current andpotential deficiencies and discrepancies in the operational performance of the NationalAirspace System and to maximize the effective use of that information to further aviationsafety and system planning. The ASRS has two primary aspects: (1) the maintenance and operation of a voluntary,independent, confidential incident reporting program, and (2) research and developmentusing incident reports to support improvements in the performance and safety of thecurrent and future aviation system. The ASRS functions through an Interagency Agreementwith the Department of Transportation's Federal Aviation Administration (FAA) thatcomplements the FAA's Aviation Safety Reporting Program (ASRP). The ASRS program isnationally and internationally recognized as an effective and trusted model forconfidential safety reporting.As a result of this reputation, other Governmentagencies, public and private organizations have requested NASAs assistance inestablishing new systems of confidential reporting for the purpose of improving safety intheir domains.The Contractor shall operate ASRS, the railroad Confidential Close CallReporting System (C3RS), and other potential reporting systems as agreements arefinalized between NASA and other Government or private organizations. Furtherinformation about the ASRS and Related Systems can be obtained at the ASRS website: http://asrs.arc.nasa.gov/ The work shall be performed at the contractors provided facilities that are in closeproximity to Moffett Field, CA 94035.The current contract, NNA05AC33C, is Cost Plus Award Fee with a total estimated value of$26.2M. The incumbent contractor is Booz Allen Hamilton Inc., and the contract has aperformance period of January 3, 2005 through January 2, 2011. NASA/ARC is planning a solicitation that will result in a single award five year CostPlus Fixed Fee contract that consists of a two-year base with three one-year options. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 541990 All Other Professional, Scientific andTechnical Services with size standard $7M.All responsible sources may submit an offer which shall be considered by the agency.The tentative ASRS and Related Systems schedule is:Issuance of RFP June 2010Questions on RFP due 15 days following issuance of RFPProposals Due 30 days following issuance of RFPContract award September 2010Phase-In November 2010An ombudsman has been appointed -- See NASA Specific Note 'B'.The solicitation and any documents related to this procurement will be available over theInternet.
