- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Office of the Director, Morgantown, WV, hereby announces its intent to issue a purchase order to Lewis Wade, Fredericksburg, VA for an in-depth review of the first ten years of NIOSH's performance under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). It will involve evaluation and review of the history and effectiveness of activities under the requirements of EEOICPA and NIOSH regulations issued under the Act. Dr. Lewis V. Wade is best qualified to accomplish these tasks in that Dr. Wade served as the Designated Federal Official to the Advisory Board from 2004 through 2008. Dr. Wade also served as the Senior Technical Advisor to the NIOSH Director on a variety of issues including NIOSH's efforts under the Act. Dr. Wade's familiarity with the historic materials related to NIOSH's efforts under the Act, and his relationship to NIOSH's partners, stakeholders and critics, qualifies him to be the best provider of this critical service. NIOSH is requiring a thorough understanding of the Institute's mission and programmatic functions, along with unique qualifications in providing the requested services for this task. The contractor must be familiar with the research activities of the Institute and possess knowledge, skills and experience that are essential to satisfying the Agency requirement in this effort. This project is supported by justification for other than full and open competition to Dr. Lewis V. Wade under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to Kimberly P. Groves, 2010-Q-12171, CDC NIOSH 1095 Willowdale Road, Morgantown, WV. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Dr. Lewis V. Wade as the only source and a purchase order will be issued without any additional notices being posted.
