Description
It is anticipated that RFP 528-10-RP-0163 will be issued the week of May 17th. The solicitation will be issued unrestricted pursuant to the Small Business Competitiveness Demonstration Program of FAR 19.10 as to qualifying business size for competitive responses, except that this is a cascaded solicitation to allow maximum opportunity for participation to the following socio-economic classifications (in descending order of priority): Service-Disabled Veteran-Owned Small Business; Veteran-Owned Small Business; SBA Certified Small Disadvantaged Business, and HUBZone Small Business. Written, faxed, or e-mailed requests for the solicitation are required, including company name, address, POC, telephone voice number, fax number, and e-mail address. No telephone requests will be accepted. The solicitation documents will be available from www.fbo.gov and no paper copies will be provided. ALL solicitation amendments will be posted electronically at fbo.gov. Work includes all labor, material, equipment and supervision necessary to accomplish Project: 528A7-10-725, Correct Rome Electrical Deficiencies. Awarded Contractor shall be required to perform 25 percent of the work with its own labor forces. The electrical distribution equipment at the Rome CBOC is to be replaced and upgraded. Equipment to be replaced includes the main incoming switchgear and most existing distribution panelboards and transformers. The new emergency electrical system will include separate life safety and critical emergency power and will include new automatic transfer switches and paralleling switchgear. Attendance at a pre-proposal meeting tentatively scheduled for sometime during the first week of June is considered essential. The date, time and location of this meeting will be posted at fbo.gov when the solicitation is issued. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is not a Sealed Bid Procurement. The following factors (listed in descending order of priority) shall be used to evaluate offers: Construction Management, Price, Proposed Team, Proposed Construction Schedule, and Past Experience & Past Performance. Technical Factors when combined are slightly more important than Price. Offerors are advised that if technical proposals in the competitive range are essentially equal, award will be made on the basis of the lowest price. Estimated total construction cost is between $500,000 and $1,000,000. NAICS code is 238210 and the small business size standard is $14M.
