Description
This combined synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The U.S. Department of Education (ED), Office of Management (OM), requires on-site training for 35-40 leadership and supervisory staff that provides clear strategy, tools, and methods to improve the organizational culture of OM employees in order to improve customer service. The training should focus on dealing with leadership strategies for reversing and improving public sector employees' perceptions that customer service performance cannot be measured, because a service organization does not produce "tangible" items nor do we make a profit in what we deliver - service vs products. We seek a specific approach that takes into account experiences from both the public and private sectors. The training we seek is greater than simply process improvement or standard customer service strategies. We require the best of many concepts rolled into a novel approach that can be executed and implemented in a service organization. The training for this requirement is preferred between the dates of June 16, 2010 through June 18, 2010. In accordance with FAR Subpart 12.207, one firm fixed price award will be made for these commercial services. Offerors will be evaluated on their technical capabilities and price. As the difference in offerors' technical capabilities become more equal, price will be the determining factor in the award decision. All responsible sources may submit a quotation that, if timely received, shall be considered by ED. Offerors must adhere to the provision of FAR 52.212-1, Instructions to Offerors-Commercial Items. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with the quotation. FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. In addition, FAR 52.232-33 Payment by Electronic Fund Transfer-Central Contractor Registration applies.
