Description
The Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS), PMM-131, Reconnaissance and Amphibious Raids (RAR) intends to issue an award as an Other Than Full An Open Competition to SAFE Boats International, LLC to procure up to nine (9) Open Water Safety Craft (OWSC) (part number 31EMT) with trailers, accessories, spare parts, commercial manuals, and shipping. The total estimated award value is anticipated to be $3, 000,000.00. The contemplated contract type being considered for award is firm fixed price with a 19 month period of performance. The NAICS code is 336612 with a business size standard of 500 employees. The statutory authority permitting Other Than Full and Open Competition is 10 U.S.C. Section 2304 (c) (1) as implemented by the Federal Acquisition regulations (FAR) 6.302-1. The OWSC is an aluminum hulled safety craft with a 33.6 feet length overall and a 10 foot beam that is capable of providing support to all waterborne training evolutions to include small craft, dive, and parachute operations near water. The OWSC is neither deployable nor used for combat operations. It possesses integrated commercial communication and navigation systems to provide its crew the necessary situational awareness to respond to, and aid disabled craft or injured personnel. It provides space for a two (2) crew, 2 casualties on Stokes litter, six additional passengers and one medical staff to allow for treatment and transportation of casualties/recovered personnel. The OWSC has a climate controlled cabin for medical casualty triage for 2 personnel, access doors to allow wave top retrieval of in-water casualties, a bow door, and twin counter rotating outboard engines. The SAFE Boats International 31' Full Cabin EMT craft was selected and 16 craft were competitively procured and fielded in 2006 under contract number N00024-06-F-2275 with three more procured as follow-on in 2007 under contract number N00024-07-F-2211. SAFE Boats International uses computer aided design and computer aided manufacturing. This capability provides the ability to exactly replicate the OWSC previously procured. The OWSC is a standard safety boat fielded to reconnaissance, special operations, and training commands in the Marine Corps. Procuring the identical craft, (with the exception of commercial systems which have been upgraded since the original procurements) to meet the updated UTR, will maintain a standard craft configuration for trained boat coxswains. This will ease the unit sustainment training burden as personnel transfer between units. There are no other boat manufacturers with the patented flotation collar technology as SAFE Boats International. A determination by the Government not to compete the proposed effort on a full and open basis is solely within the discretion of the Government.
