Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Behavioral Research Program (BRP) plans to procure on a sole source basis the services of The Journal of Preventative Medicine, University of California, San Diego, 9500 Gilman Drive, DEPT 0811; La Jolla, CA 92093-0811 to publish information on Cyberinfrastructure and Consumer Health. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 511120 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The purpose of this requisition is to produce a special publication for the scientific community on a topic of key interest to the Behavioral Research Program/DCCPS/NCI and the NIH. Specifically, the special supplement will discuss the outcomes from the following NCI sponsored events: March 2008 Expert Panel Workshop on Cyberinfrastructure for Behavioral Medicine at the University of California San Diego (co-sponsored by the National Science Foundation), January 2009/10 symposia and mini-tracks on cyberinfrastructure for public health at the Hawaii International Conference on Systems Science, and November 2009 Informatics for Consumer Health Summit in Potomac, MD (co-sponsored by HHS and NIH). The articles for the supplemental issue will be based on the presentations and breakout group discussions fostered at these events, as well as additional commentaries regarding topics that were determined to be absent from the presentations. This special issue will be distributed to both research and policy-oriented stakeholders, and will help disseminate important multi-disciplinary research gathered at these events. The primary goal of the publication will be to compile thought-provoking topics to inform a wide audience and initiate action to enhance the state of technology and policy for consumer health. The American Journal of Preventive Medicine (AJPM) publishes original, peer-reviewed articles in the areas of prevention research, teaching, practice and policy. Research papers and issues with special themes such as ehealth technologies and behavioral informatics, cutting edge areas pertinent to behavioral medicine and population health are also periodically published in AJPM, making this journal an ideal vehicle for research and policy-based articles on cyberinfrastructure and consumer health informatics. As an interdisciplinary journal, AJPM is read by behavioral, clinical, biomedical, and social scientists including those with expertise and research foci on health informatics for preventive health. In addition, AJPM specifically targets both new and experienced scientists, enabling those researchers with less experience in transdisciplinary science to potentially pursue collaborative research activities. This very specific combination of experience and expertise is not otherwise available within the scientific publication community. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 25, 2010. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
