- This is not an RFP, but a survey to locate potential sources capable of performing the proposed work. It is anticipated the Contractor will be required to develop and administer an internal, market based training program for the Commodity Futures Trading Commission ("CFTC" or "Commission"). The training program will include CFTC-specific core competencies, as well as specialized training for CFTC staff. Please provide a capability statement addressing your organization's ability to perform the work as a prime contractor, by addressing the questions below. 1. What knowledge, skills, and abilities do you possess that would permit you to design and deliver: a. Core competency training to CFTC staff on its programs and authorities? b. Specialized training to CFTC program staff in the Divisions of Enforcement, Clearing and Intermediary Oversight, and Market Oversight? c. Training to CFTC staff on its existing regulatory authorities? d. Training to CFTC program staff on Over-the-Counter Markets? 2. What is your organization's experience in producing and delivering a library of Core Competency and Specialized Training courses for Financial Regulatory Agencies? Firms with these capabilities are invited to submit complete information, via email, to the Contracting Officer identified in this synopsis. Information furnished should include: (1) the number and professional qualifications of technical and other appropriate personnel; (2) company experiences related to the proposed project; (3) a statement of whether or not the company is a small business (i.e., Pursuant to NAICS code 611430, is the annual average gross revenue for the last 3 fiscal years greater than or less than $7.0 million?); and (4) other literature which demonstrates the capabilities listed above. This synopsis is for information and planning purposes, and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. After review of the responses to this sources sought announcement, CFTC may post a synopsis and/or solicitation announcement at a later time. This Sources Sought Notice does not pertain to Competitive Outsourcing under A-76. This is not a request for proposal, and in no way obligates the Government to award any contract. No solicitation is currently available. Responses are due to the Contracting Officer by 3:00 p.m. local (Washington, DC) time on May 28, 2010. Responses to this sources sought announcement will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation.
