- THIS NOTICE CONSTITUTES AMENDMENT NO. 5 TO THE COMBINED SYNOPSIS/RFQ FOR RECOVERY-- ARRA-- MEASUREMENT CONTROL DATA ACQUISITION SYSTEM.Companies shall acknowledge allamendment(s) in their quote. This notice serves as the official amendment to subjectsynopsis/RFQ and a written amendment will not be issued.The purpose of this amendment is to address a question submitted regarding MSFCrequirements. See Below for question and answer. QUESTION: I have a question about the response format I am hoping you can answer. As we are goingthrough the detail/requirements of the solicitation to prepare our final response, wefound the following: Section C1-13 Addendum to 52.212-1 Instructions to Offers, Volume IIstates a page limit of 20 pages for the technical response. Merely printing theMeasurement and Control Data Acquisition System Specifications with a simple Yes/Nocomply is more than 30 pages. This does not allow for any detail to support our answer. How do you recommend our Technical volume be done to meet the page limitation? Is itacceptable to state that our offer complies with all specifications, except X.X.X andspecifically state those?ANSWER: The question and comments assumes that the government specification must berestated or quoted back as part of the technical response. This is not a requirement ofthe RFQ. The 20 page limitation for a technical response is adequate.It is up to theofferor to determine how to best present its offer in the most convincing manner.The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on 05/12/2010.Documents related to this procurement are available over the Internet.These documentsreside on a World Wide Web (WWW) server which may be accessed using a WWW browserapplication.
