Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Molecular Pharmacology (LMP), Genomics and Bioinformatics Group (GBG) plans to procure on a sole source basis the services of Dr. Hongfang Liu, 14904 Bradwill Court, Rockville, MD 20850 to provide computer science expertise for the programming and maintenance of the 12 currently hosted and additional in progress bioinformatics software currently being maintained or developed by the GBG. The North American Industry Classification System code is 541990 and the business size standard is $7.0 million. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for the three (3) months from date of award. The GBG's mission is to manage and assess molecular interaction data obtained through multiple platforms, increase the understanding of the effect of those interactions on the chemosensitivity of cancer, and create tools that will facilitate that process. Translation of that information will be directed towards the recognition of diagnostic and therapeutic cancer biomarkers, and directed cancer therapy. The contractor shall perform i) normalization, ii) bioinformatic analysis, iii) and statistical analysis and support for the 19 current and the several additional under development NCI-60 datasets hosted at http://discover.nci.nih.gov by the GBG. In addition, the contractor shall provide computer science expertise for the programming and maintenance of the 12 currently hosted and additional in progress bioinformatics software currently being maintained or developed. Using the above datasets and software, the contractor shall assist in the assessment and interpretation of systems biology integration both of these and other (collaborative) data for use in cancer pharmacology and biomarker discovery. Dr. Hongfang Liu is the author of AffyProbeMiner, and was extensively involved in writing the GoMiner and High Throughput GoMiner software applications (http://discover.nci.nih.gov/). She has the programming background to work on all of the other GBG programs as well. Dr. Hongfang Liu has had direct experience in analysis and interpretation of the many complex NCI-60 datasets, including HG-U95, HG-U133, HG-U133 Plus2, the 500k single nucleitide polymorphism (SNP) GeneChip Human Mapping Array Set. The Illumina SNP Human 1M Duo Beadchip, the NimbleGenHG18 comparative genomic hybridization (CGH) Tiling 2.0 array, the Agilent Technologies Human miRNA Microarray (V2), and the Agilent Whole Human Genome (transcript) Microarray, among others. This is an irreplaceable level of expertise. In addition, Dr Liu has demonstrated the advanced ability to organize and access that data into scientific context, as evidenced in her under review manuscript "mRNA and microRNA expression profiles of the NCI-60 integrated with drug activities". Dr. Liu has demonstrated the required communication flow while contributing to the LMP software and database development. Dr Liu has demonstrated exceptional knowledge and ability in the execution of the required tasks. The NCI knows of no other entity that possesses the necessary expertise. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 25, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
