Description
THE PPROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302 NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT TO MAX STOCKER A RAPPORTEUR. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE, HOWEVER, VENDORS THAT BELIEVE THEY CAN PROVIDE THE SAME LEVEL OF SERVICES THAT FULLY MEETS THE GOVERNMENTS REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTRACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS, SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENTS. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. THIS IS A SIMPLIFIED ACQUISTION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. THE NATIONAL MARINE FISHERIES SCIENTIFIC SERVICE CENTER ACQUISITION DIVISION REGURES THAT ALL CONTRACTORS DOING BUSINESS WITH THIS ACQUISITION OFFICE BE REGISTERED WITH THE CENTRAL CONTRACTOR REGISTRATION (CCR) AS OF OCTOBER 1, 2003. Scientific Editorial/Rapporteur Support for the Sardine Workshop in La Jolla, California, June 1-3, 2010. CONTRACT STATEMENT OF WORK I. Statement of Work A rapporteur is needed to record and provide a report for a Sardine Survey Methods workshop scheduled for 1-3 June 2010. II. Background The Southwest Fisheries Science Center and Northwest Fisheries Science Center of NOAA Fisheries, in partnership with stakeholders in the Pacific sardine fisheries of the United States, are sponsoring a Sardine Workshop, June 1-3, 2010. The objectives of the Workshop are: (1) Achieve a common understanding among stakeholders of the pros/cons with, and possible improvements to, survey methods relevant to estimating biomass for stock assessments in 2011 and beyond; (2) Develop a shared understanding of who currently works on each method; and (3) Elucidate opportunities for collaboration. Participation is by invitation only. A report of the proceedings will be produced with emphasis on a framework that will: focus on the three objectives; determine who will work on each relevant survey method as well as when results will be available; and include a draft initiative to advance research collaboration. III. Description of Work and Services Timeline 1-2 June - Provide record of meeting and draft of report (full days) 3 June - Provide cleared draft report, with final comments and adjustments; Close-out and arrangements for deliverables (full day). Responsibilities Work closely with the Sardine Workshop Chair or his assigned staff and All Participants; •¨ Maintain notes of the meeting and provide a meeting report using input from meeting participants, presenters and rapporteurs; •¨ Evaluate and incorporate valid comments from participants in consultation with the Chair, if required; •¨ Provide draft of each day's proceedings for review and comments the following day by participants; •¨ Provide organized, edited and assembled report with logical flow and comprehensiveness using material from Chair or his assigned staff as guide. Qualifications •¨ A Ph.D. and extensive experience in population dynamics; •¨ Experience with issues in conservation management; •¨ Previous experience producing similar products for diverse clientele; •¨ Publications in population dynamics or related field. IV. Deliverables Electronic file of a fully edited Sardine Workshop report on 3 June, or no later than 10 June 2010. V. Non-Personal Service Contract Statement Contractor employees performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Contractor employees will perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations.
