- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY: Please do not reply to this notice. This effort is being synopsized per FAR 5.704. The Government will issue a Request for Proposal (RFP) for Tactical Communications Modernization Project Equipment Services for Rio Grand Valley, TX (RGV). This effort will be funded by the American Recovery and Re-Investment Act (ARRA). The objective of this effort is to attain a standards-based non-proprietary tactical communications solution that meets Custom and Border Protection's (CBP) requirements for narrowband channel assignments compliant with Advanced Encryption Standard (AES) security. In addition, the contractor shall design for Internet Protocol-based architecture and support GPS capability, Over The Air Re-keying (OTAR) and Over The Air Programming (OTAP). The Land Mobile Radio (LMR) systems shall be backward compatible with existing equipment and interoperable with CBP partners as identified in RGV. The Government intends to award a Contract for this requirement. The RFP will be traditional and unrestricted among Department of Homeland Security (DHS) Enterprise Acquisition Gateway for Leading-Edge Solutions (EAGLE) Functional Category 1 providers. The RFP will be issued by COB on May 24, 2010. CBP is not requesting a proposal at this time.
