- NASA/GSFC has a requirement for system maintenance of two Inductively CoupledPlasma etch systems which are owned and operated by the GSFC. This requirement includesboth emergency and preventive maintenance for a one year period of performance.NASA/GSFC intends to purchase the service from SPP Process Technology Systems Inc.pursuant to FAR 13.106 for the acquisition of supplies or services determined to bereasonably available from only one source. It is our understanding that these systemswere manufactured by SPP Process Technology Systems Inc. and require maintenance by aqualified engineer on a regular basis. It is also our understanding that thismanufacturer offers the only reliable source of maintenance support, as they hold therights, patents and design drawings for these systems.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shallnot be construed as a commitment by the Government, nor will the Government pay for theinformation solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or faxto 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) onMay 25, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.It is the offeror's responsibility for downloading their own copy of this notice andamendments (if any).An Ombudsman has been appointed.
