Description
The USDA Forest Service, Humboldt-Toiyabe National Forest, intends to acquire by contract the Construction of Mt Rose Campground.. The base work includes: removing asphalt spurs and curbs, site furniture, comfort stations, pump house, water storage tank, utilities and other existing structures as designated; realigning and reconstruction camping spurs; installing new site furniture and tent pads; installing new comfort stations; realigning and reconstructing portions of the existing roadway, drilling and equipping a new well; installing a new utility building; constructing a new solar-electrical system for the water system; and constructing a new water system, including waterlines, valves and a new underground storage tank. Optional work that may be awarded includes all work described above associated with: 1.Option #1: Construct walk-in sites including: Installation of site furniture, vault toilet, hydrant, curb valve and box, tent pads, barrier rocks, rockery retaining wall, painting accessible symbol and striping. 2.Option #2: Repair rock fascia on buildings repair rock columns at Tahoe Meadows and Mt. Rose Welcome Plaza. 3.Option #3: Repair metal siding and flashing at the Mt. Rose Welcome Plaza. 4.Option #4: Install new Bear Boxes, including concrete slabs. 5.Option #5: Install new utility tables and pedestal grills (large and small.) 6.Option #6: Install 4-inch concrete slabs for family units. 7.Option #7: Install electrical distribution at the host site. Project Location: The project is located in the Carson Ranger District of the Humboldt-Toiyabe National Forest, Washoe County, Nevada, in Section 30, T17N, R19E (latitude 39°18'40", longitude 119°53'45"W) at an elevation of approximately 8750 feet. It is located approximately 10 miles north and 7 miles west of Carson City, Nevada (approximately 32 miles by road from Carson City; at summit of Mt Rose highway between Reno and Lake Tahoe. The project may be accessed from State Highway 431. Estimated Price Range – base requirement: $250,000-$500,000 The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about April 16, 2010. The period of performance for this project will be 120 days from the issuance of the Notice which is anticipated to be issued on or about July1, 2010. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
