- RFP SF 33 RFP Cover letter The goal of the Risk and Fraud Initiative is to identify and correct deficiencies in FHA's systems, processes, and programs that create unnecessary risks to the stability of the Mutual Mortgage Insurance (MMI) fund. These systems, processes, and programs are complex, given the counter-cyclical mission of the FHA. The Risk and Fraud Initiative will have different characteristics across FHA's major offices (Single Family, Multifamily, and Health Care). The immediate requirements will address the Office of Single Family Housing (OSFH). OSFH has adopted the guiding principle that it's Risk and Fraud mitigation efforts must first focus on developing improved detection capabilities which will allow for analysis and detection at the loan, product, portfolio and lender level.
