- Freeway construction of the continuation for the E/C-470 beltway loop around the Denver Metropolitan area will force the FAA to relocate the Doppler VOR, locatednear the Rocky Mountain Metro Airport in Broomfield, Colorado - Jefferson County. This VOR is critical to the Air Traffic operations of the National Airspace System and is in close proximity to Denver International Airport (DIA), the fourth busiest airport in the United States in 2009. A new site must be found that will provide the same service from the VOR as we have today. The scope of work includes siting the new VOR, report preparation, interfacing with the FAA, following all related FAA orders and completing the job in a timely manner set by the FAA. The final candidate for this project must demonstrate experience in the following areas and provide proof that they meet the following requirements: 1. Provide examples of VOR Siting Studies; a minimum of 3 in the last 5 years. 2 Radio Communications - Air to Ground Navigation Systems. Candidate must have a comprehensive knowledge of Order 6820.10 VOR Siting Criteria, in particular understanding of the topics concerning lateral and longitudinal multipath within and out to a minimum 5 miles surrounding the prospective site. A knowledge and ability to provide RF modeling of any potential reflectors surrounding the facility to show an expected performance level and the knowledge and ability to provide a complete RF coverage analysis for the proposed site and the airspace wherein it will be used. 3 In depth knowledge of the FARS (Federal Aviation Regulations). 4 Familiar with Flight Check procedures, data and reports for VOR's, Aeronautical Charting & Airways, Air Traffic requirements and procedures, SIAP's (Standard Instrument Approach Procedures), FAA Notices, Advisory Circulars, and AVN procedures and requirements regarding VOR's and TERPS (Terminal Procedures). En- route & terminal Air Traffic procedures 5 Demonstrate experience in preparing, writing, and verbally delivering Siting Reports & Guidance reports to different entities within the FAA. ( Air Traffic, Operations, Flight Standards etc). 6 Show familiarity with Procedure & Operational uses of VOR's and Doppler VOR's, and VOR concepts, requirements and practices. Must demonstrate comprehensive technical knowledge about the FAA VOR facility within the NAS. 7 Must show familiarity with DIA and the Denver commercial and military airspace Air Traffic procedures and requirements. Must adhere to all FAA performance requirements for VOR's within this airspace. Period of Performance: June 1 2010 through November 1, 2010 Deliverables 1. Present a detailed final VOR Siting report with recommendations and comparisons of more than one physical location for the new VOR. Consider expense, real estate concerns, power availability, telco and cost of FTI (Federal Telecommunications Infrastructure), and long term probable use without encroachment upon the critical area.
