Description

RECOVERY: This requirement is being funded by the American Recovery and Reinvestment Act of 2009. The requirement is for the replacement of windows in Buildings 202, 205, 230, 231, 237, 301, 302, 304 and 309 at the NIST Gaithersburg, MD campus. The objective of this requirement is to increase the overall energy efficiency of the campus. This will be accomplished by replacing the single-pane glass on the single story buildings with double-pane argon filled low-e windows, which will decrease the campus wide energy consumption and associated costs. THIS PROCUREMENT IS 100% SET ASIDE FOR SMALL BUSINESSES. The standard classification NAICS code is 236220 -- Commercial and Institutional Building Construction. With a small business size standard of $33.5 million. The period of performance is 12 months from issuance of the Notice-to-Proceed. Detailed specifications and drawings will be issued with the solicitation. The magnitude of construction for the entire project is between $1M and $5M. Minority Businesses that seek assistance with bonding should contact MBDA - Minority Business Development Agency at www.MBDA.gov. Other Small Businesses should contact their Small Business Representative at the Small Business Administration. The Government intends to award a firm-fixed-price contract. Contract award will be made based to the lowest price technically acceptable offeror. The solicitation, solicitation amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov/. The solicitation is anticipated for release to the vendor community on or about May 24, 2010 and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation available, telephone requests will not be honored, and no bidders list will be maintained.
