Description
The Social Security Administration (SSA) has a requirement for alterations and repair services at SSA buildings located in Baltimore City and Baltimore County, MD. This requirement includes complete construction services to accomplish the following types of work: acoustical, plastering, carpentry, masonry, electrical, plumbing, painting, and heating/air conditioning. SSA intends to award three (3) Indefinite Delivery Indefinite Quantity (IDIQ) task order contracts resulting from this solicitation to the responsible offerors whose offer conforms to the solicitation requirements and will provide the best value to SSA. The Government reserves the right to award more or less than three (3) contracts. The contracts will consist of a base period of twelve (12) months, and four (4) 12-month option periods. Each awardee shall be guaranteed a minimum of $100,000 for the base year. There will be no guaranteed minimum for subsequent option years. The total cumulative contract maximum is $60,000,000 for all contracts when combined. All IDIQ contractors shall be given a fair opportunity to compete for future work. Should one of the IDIQ Contractors be unable to competitively secure a task order to meet the minimum guarantee, the Government reserves the right to negotiate a task order with only that offeror. This procurement is restricted to HubZone Small Businesses. The North American Industry Classification System Code (NAICS) for this work is 236220. The size standard for this NAICS code is $33.5 million in average annual receipts over the preceding three fiscal years. While there will be no limit on size, the project will generally involve repairs, alterations, and improvements in connection with existing buildings or properties, and may range in size from $25,000 to $1 million in estimated construction cost; however, the typical project range is $25,000.00 and $100,000.00. The minimum dollar limitation for any individual task order is $2,000.00 for the base year and each of the option periods, if exercised. The RFP will be issued under solicitation SSA-RFP-10-1039 on or about May 24, 2010 with proposals due 30 calendar days thereafter. The solicitation will inform offers about the site visit. The solicitation package will be posted on FedBizOpps, which can be accessed at www.fedbizopps.gov. SSA will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. The performance period is expected to begin on or about September 1, 2010.
