Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 4 TO THE COMBINED SYNOPSIS/RFQ FOR RECOVERY-- ARRA-- MEASUREMENT CONTROL DATA ACQUISITION SYSTEM.Companies shall acknowledge allamendment(s) in their quote. This notice serves as the official amendment to subjectsynopsis/RFQ and a written amendment will not be issued.The purpose of this amendment is to address questions submitted regarding MSFCrequirements. See below for all questions and answers. 1. Question: The answer to question 4 (Amendment 3) does not clarify the intent ofsection 4.2.2.Please describe in detail what is meant by generation of all softwarescreens. Does this mean that the API command should display a GUI window selected by aname or integer input?Does this mean that the API command should return a data valueaccording to a specified array index? Please be specific in describing exactly whatfunction the API command is expected to perform.Answer:API command should display a GUI window selected by a name or integer input2. Question: In section 4.2.6, what is meant by automatically? Does this mean thateach time the API command is called, the most recent data values are returned?Answer: Yes, the most recent data values should be available for custom use. An examplewould be to develop custom interfaces to current NASA tools used to display, stream andevaluate data. 3. Question: In section 4.4.2, what does system refer to? Is this the Remote DASControl System? Answer: The DAS system consists of two major components. They are the Remote DASControl System and the Primary Control/Display/Recorder. 4.4.2 refers to thecommunication methods. 4. Question: In section 4.5.3.3, what does scan rate refer to? Is scan rate the sameas sample rate in sections 4.5.3.1 2, or does it refer to the rate at which data istransferred to the host computer, or does it refer to the rate at which the systemacquires waveforms from the hardware?Answer: The scan rate is the same as the sample rate. It refers to the rate at which thesystem acquires signals from the instrumentation. This is a real-time DAS and thereforethe host computer is required to keep up with the scan/sample rate.5. Question: The answer to question 7 (Amendment 3) does not provide enough information. Please describe in detail the data streaming interface. What is the communicationmethod? What is the data format? Can you provide documentation for the WinPlot andPCGoal applications?Answer: See Attached Document.PCGoal provides tabular data across multiple displays.It can be replaced by a vendorsdisplay utility.6. Question: The answer to question 9 (Amendment 3) does not clarify the plot displayfunctional requirements. Please provide an example screenshot from WinPlot and describethe desired functionality of plot displays.Answer: See Attached Document7. Question: In section 4.5.7.4, please provide documentation for the SunAcc library.Answer:See Attached Document.8. Question: In section 4.5.8.1, what is meant by custom? Is the intention for theuser to be able to select data by channel type(s) or time range(s)? What other reportcustomization is desired?Answer: The vendors existing DAS application will allow access to any data parameterneeded to create custom reports. These reports for example may include any combinationof test configurations, calibration information, test data and administration (SystemLogs) reports.9. Question: In section 4.5.8.4, what is being selected by wildcards? Is the intentionto search and select channels by name or description?Answer: The intent is to have the ability to create custom reports through search andsort of test configuration/parameters/data. 10. Question: How crucial is the 120 days period for delivery?Answer:The 120 day period is crucial to meet the Governments need. The 120 day period fordelivery will not be adjusted.11. Question: In your specification, at this number: 5.1.1.3.2 the system shall becapable of initiating data acquisition start and/or stop based on a remote 4.5-28 voltssignal from an external source. The Primary and Remote enclosures shall be connected viafiber optic cable transceivers which meet minimum requirements for driving twomegahertz/kilometer multimode cable, utilizing the ST fiber optic cable termination, andadhering to the EIA/TIA 568 or its superseding standard. Is the vendor responsible toprovide these fiber optic cable transceivers? What about the cabling between them?Normally we would suspect that these would be installed by NASA, but it is not clear.There are cabling infrastructure, IT, and security considerations if wiring/cabling isincluded. Answer: The vendor is required to provide what is necessary for the for the system towork locally and remote. The parts breakdown shows that the vendor has to provide thefiber and the network hardware.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on 05/12/2010. Documents related to this procurementare available over the Internet. These documents reside on a World Wide Web (WWW) serverwhich may be accessed using a WWW browser application.
