- PRE-SOLICITATION NOTICE: The Western New York Health Care System, 3495 Bailey Ave., Buffalo New York 14215 intends to issue a solicitation to Request for Proposals for construction Project #528 -09-122- Buffalo Domestic Booster Pumps Installation, and is a RECOVERY ACT PROJECT, the contractor shall be required to report to www.federalreporting.gov for this project. This Request for Proposal is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Offers from other than SDVOSB concerns will not be considered and shall be rejected. Please pay particular attention to the evaluation section of this solicitation that is attached. The Request for Proposal will contain a separate line in Block 17 of the SF 1442 for cost proposal. Award will be made on a competitive basis under Federal Acquisition Regulations (FAR) 15 to a responsible CONTRACTOR responding to this solicitation. The CONTRACTOR is required to perform a minimum of 15% of the total work with their own forces. This does not include paperwork, submittals, etc. The CONTRACTOR must be registered under the NAICS code 238220 and must be registered and verified in the following websites: www.ccr.gov; www.vetbiz.gov; www.vets100.vets.dol.gov; and https://orca.bpn.gov to be eligible for award. Offerors must ensure their registrations are updated, correct, and have not expired. Solicitation packages will be available on or about 5/7/2010 at FedBizOps.gov. All questions concerning these projects must be in writing (no phone calls will be accepted) and submitted to the Contracting Officer (Jonathan Aikin) at the following e-mail address: jonathan.aikin@va.gov. No RFI ™s will be accepted after Tuesday, May 25, 2010. Offers are due no later than 3:00 p.m. local time on Wednesday, June 4, 2010. Proposals are to be submitted electronically to the following e-mail jonathan.aikin@va.gov. NAICS: 238220- Plumbing Contractors applies. Size Standard: $14.0 million. PROJECT COST RANGE: $500,000.00-$1,000,000.00. Offerors are encouraged to attend the Pre-Proposal conference and walk-through scheduled for Wednesday, May 12, 2010, at 12:00 p.m. local time. The Pre-Proposal conference will be conducted at the Buffalo VA Medical Center, in Room 56, basement Floor, 3495 Bailey Ave. Buffalo NY 14215. Additional walk-throughs will not be scheduled.
