Description
Solicitation No. VA245-09-RP-0068 - The Department of Veterans Affairs is seeking construction contractors to design and build two (2) Solar Powered charging Stations for four (4) electric maintenance vehicles at the VA Medical Center, 510 Butler Avenue, Martinsburg, WV. Project number is 613-10-206. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses SDVOSB. The contractor shall provide labor, tools, materials, equipment, supplies and supervision necessary for the design and construction of the power charging stations with design conforming to VA guidelines. Three shed structures will be constructed, each to shelter and serve as charging stations for two electric vehicles. Under the sheds will be pad-mounted cabinets containing storage batteries, charge controllers, inverter/chargers, meters and associated fuses and disconnects. On the roofs of the open sheds will be a sufficient number of solar electric (photovoltaic or PV) panels to maintain restore and maintain an adequate level of charge in the storage batteries. The roofs will be pitched toward the south, set at an advantageous angle. The electric vehicles will be charged at night from the storage batteries which are charged during the day by the PV electric panels. The estimated cost range for the project is between $100,000-$250,000. The firm must be a General Construction firm approved under NAICS Code 236220 and the size standard is $33.5 Million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. The A/E shall be licensed in the State of WV. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov; http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. The contracting officer is not responsible for incomplete Joint Ventures. Each of the parties of firms qualifying as a joint venture under the SDVOSB program must be a small business and one of the parties, the managing participant, must be an SDVOSB. The Joint Venture Agreement (JV Agreement) must be completed at the time of the bid opening and conform to JV requirements. JV Agreements should be submitted with the bid. Offers will be accepted from only responsible and responsive contractors. Technical evaluations will be conducted in accordance with the evaluation Criteria set forth in the solicitation as follows: 1. Construction Management (include proposed Architectural-Engineering Firm), 2. Past Performance, 3. Schedule, 4. Cost. If technical proposals are essentially equal, award will be made on the basis of the lowest cost. The project duration is expected to be 153 calendar days. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading the document from the FedBizOpps website www.fbo.gov (to access export controlled solicitation, vendor must have an MNPN in CCR, a DUNS number and must be registered in FedBizOpps). A site visit (pre-proposal conference) is scheduled for May 21, 2010 @ 1:00 PM local time in B308B, VA Medical Center, Martinsburg, WV. Solicitation documents will be available on or about May 10, 2010. Proposal due date is June 14, 2010 by 2:00PM local time. Award of a firm fixed-price design and construction contract is anticipated to be on or about June 23, 2010. There will be no public bid opening. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Par t 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received. Please consult the list of current viewers if you cannot open a file.
