Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-40. This solicitation is a total small business set-aside, NAICS 484230, with a small business size standard of $25.5 million dollars. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the lowest price, technically acceptable for the Government. Gateway National Recreation Area has a requirement to transport one (1) 1995 pumper type Fire truck from Sequoia & Kings Canyon National Parks, 47050 General Highway, Three Rivers, CA 93271 to Gateway National Recreational Area, Sandy Hook Unit, 58 MaGruder Road, Fort Hancock, NJ 07732. FAR provisions/clauses listed below is applicable to this RFQ. The information is available online via Internet at https://www.acquisition.gov/far/index.html. FAR 52.204-7, Central Contractor Registration; FAR 52.212-1; Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, with paragraph (a) clauses indicated by number 1and 3; and paragraph (b) clauses indicated by number 8, 17, 18, 19 and 20. The deadline for receipt of quotes is Wednesday, May 19, 2010 at 4:00 pm, local time. Quotes may be submitted on letterhead and must include, at a minimum, unit price for each item, extended price, item description as detailed above, three (3) past performance references within the past three years, prompt payment, name, phone number, and address of your point of contact. Submit quotes to National Park Service, Attn: Contracting Officer, 1 Ellis Island Procurement Office, Jersey City, NJ 07305-1776. You may also fax your quote to (212) 363-8343. The official combined synopsis/solicitation is posted at http://ideasec.nbc.gov. In order to receive the award, vendor must be registered at http://www.ccr.gov and at http://ideasec.nbc.gov and https://orca.bpn.gov/. Be prepared with your company's DUNS number (available from Dun and Bradstreet at 1-888-546-0024) and your Federal Tax Identification Number (TIN). Amendments to the solicitation will be posted in the same manner as the solicitation; it is your responsibility to monitor the website. The government reserves the right to cancel this solicitation. STATEMENT OF WORK One 1995 pumper type Fire truck to be route from Sequoia & Kings Canyon National Parks, 47050 General Highway, Three Rivers, CA 93271 to Gateway National Recreational Area, Sandy Hook Unit, 58 MaGruder Road, Fort Hancock, NJ 07732. Specifications: height 102", length 33', width 8', weight 28,000 pounds. Dimension of vehicle for transport method does not require any special permits (Step-Deck or Low Boy trailer). The contractor will not be responsible for removal of fluids from the vehicle unless the contractor's company policy states otherwise. National Park personnel will drain water tank reservoir prior to pickup by contractor. Vehicle shall be loaded to protect windshield and turbo-charger. Item number 0001, Transport of one fire truck.
