Description
Subject: RECOVERY, J & A, SBA Section 8(a) program, non-competitive 8(a)award. The above acquisition is for the replacement of multiple existing deteriorated septic systems which service 11 NPS buildings in and around the Boston Mills Historic District with a centralized collection and treatment system. The project is located in the Cuyahoga Valley National Park and will be funded through the American Recovery and Reinvestment Act. The government estimate for the project is approximately $1.1 million. The project is planned as a set-aside for a sole source 8(a) award in accordance with FAR 19.805 that requires all contract actions below the threshold of $3.5M be solicited as a sole source contract with a qualified 8(a), if one exists. The intended contractor, SAF INC., is an eligible 8(a) contractor and has been approved by the SBA for this project. As required by ARRA regulations, this documentation provides the rationale for a noncompetitive award using ARRA funds. SAF has prior construction project experience with the National Park Service in the Midwest Region and at the Cuyahoga Valley National Park specifically. All past performance information received has been excellent and the park recommended this contractor. In preliminary discussions with SAF, the contractor has indicated that they are capable of providing all necessary labor, materials, supplies, equipment, professional and technical expertise to accomplish the services for this project. Timely award of the project at a fair and reasonable price is anticipated. This project is a bureau approved Recovery Act project. Working directly with an 8(a) firm will allow the Government to award this contract quickly, thereby ensuring that the intent of the bill - saving jobs and creating jobs - is accomplished as expeditiously as possible. Based on current baseline acquisition times, a sole source 8(a) will reduce the time needed to award and obligate the ARRA funds. Based on the above, a sole source 8(a) award to SAF is considered to be in the best interest of the government for successful project completion and compliance with ARRA award timelines. In the spirit of ARRA funding, other projects in the park and region are planned for competition through Hubzone and Full & Open competitions.
