- This acquisition is proceeding as UNRESTRICTED FULL AND OPEN COMPETITION Invitation for Bid (IFB). Magnitude of Construction: Between $10,000,000 and $25,000,000 Period of Performance for Construction: Approximately 510 Days. This Procurement will be conducted under FSC CODE: Z299, NAICS Code: 237990. The size standard for this code is $33,500,000. All questions should be directed to the Contract Specialist, Marsha Sells, at (916) 557-5232, e-mail marsha.r.sells@usace.army.mil and/or Nikole May Nikole.V.May@usace.army.mil JOB DESCRIPTION: Construction consists of strengthening of the Marysville Ring Levee from STA 37+00 to STA 83+00. The project includes a permanent seepage barrier (cutoff wall), and embankment widening and slope corrections. The cutoff wall consists of a soil-cement-bentonite (SCB) seepage cutoff wall with an estimated area of approximately 492,000 square feet. The cutoff wall will have a minimum three-foot width, maximum hydraulic conductivity of 1x10^-6 centimeters per second, and unconfined compressive strength greater than 30 pounds per square inch (psi) and less than 300 psi. The SCB cutoff wall will be installed along the levee centerline to a depth 102 to 110 feet (ft) below the working platform. The contractor must be capable of constructing the wall an additional 10 ft below the design depth for a total depth of 120 ft. The construction of this seepage cut off wall will be performed using soil-mixing techniques utilizing the Cutter-Soil-Mixing (CSM) method. No other methods will be allowed. The cutoff wall will be a continuous wall constructed using the panel method. The contractor should expect difficult subsurface conditions including clay (including hardpan layers at full wall depth), silts, sands, gravels, and cobbles. Project features include approximately 80,000 cubic yards of earthwork placement in support of waterside widening of the levee to increase crown width, slope modifications, and restoration of the levee crown after completion of the cutoff wall. Import soil will be obtained from an approved commercial source identified by the contractor. Reconstruction will include an asphalt concrete levee patrol, county road crossing, and private access road, and unsurfaced O&M corridors and ramps to access the levee. A monitoring well will be installed at the landside toe. A site visit/pre-proposal conference as well as viewing of core samples will be scheduled about two weeks after the solicitation is issued. It is anticipated that the Invitation for Bid (IFB) will be issued on or about May 24, 2010, for downloading at the Government's website at http://www.fedbizopps.gov. No paper copies will be issued. The specific date and time for bid opening will be identified in the solicitation. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.
