- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-10-T-0164 Naval Surface Warfare Center (NSWC) Crane Division plans to issue multiple purchase orders, Blanket Purchase Agreements (BPA) and/or Indefinite Delivery Indefinite Quantity (IDIQ) type contracts in support of C-130J and derivative Type Model Series (T/M/S) aircraft. The Period of Performance (POP) is one year after date of awarded Purchase order. Requirements will be FOB Destination. Shipping charges, if any, to be included in the unit pricing. Estimated but not limited to repair quantity for FY10 requirements: 6 (EA) Item description: Cooling Avionic Fan Part # 2MF601A-36A. This is a Firm Fixed Price (FFP) requirement for evaluation to repair the units to OEM specifications. Inspection and Acceptance (I&A); NSWC Crane. Certificate of Conformance (CofC) required.The serial numbers associated to this order are To Be Determined (TBD) and will be delineated on the DD1149 when assets ship from NSWC Crane to the contractor facility. Procurements under this class synopsis will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Dynamic Air Engineering Inc 620 E Dyer Rd Santa Ana CA 92705-5612, and the duplicate cost to the Government to utilize another source to satisfy the Government's requirements. The Government does not possess the drawing package, specifications, test procedures, and test benches to allow for full and open competition. The repairs/procurements are unique to the C-130J and derivative Type Model Series (T/M/S) aircraft and must integrate precisely with existing equipment in terms of form, fit, function, and compatibility. This requirement will be negotiated on a sole source basis with Dynamic Air Engineering in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
