- SOURCES SOUGHT ANNOUNCEMENT: CLDP OVERSEAS OFFICE THIS IS SOURCES SOUGHT NOTICE ONLY AND NOT A REQUEST FOR PROPOSAL. The purpose of this Sources Sought Notice is to conduct market research ONLY to determine the degree of interest and capability of U.S. Small Businesses in providing international office management setup, administration and support services to the U.S. Department of Commerce in Kiev, Ukraine. Background The Commercial Law Development Program (CLDP) is a U.S. Department of Commerce initiative funded in part by the U.S. Agency for International Development and the U.S. Department of State to help achieve U.S. foreign policy goals through commercial legal reform in developing, transitional and post-conflict countries around the world. The goal of CLDP's Kiev, Ukraine satellite office is the adoption of a myriad of laws regulations, and practices adopted under the platform of the World Trade Organization (WTO) and, ultimately, WTO membership. These offices aid CLDP with implementing programs and managing relationships with the local U.S. Embassy, host country government officials and other local interlocutors. The U.S. Department of Commerce awards contracts to U.S. contractors to hire local personnel (i.e. local attorneys, program specialist, website administrators) to provide office management, set up and support services to the satellite office and provide expertise into the local laws and political systems. The Ukraine satellite office runs a website which provides information on previously unavailable information to the public. This website also provides information on trade topics, news, and legislative developments in the Ukraine. U.S. Small businesses responding to this Sources Sought announcement should have the experience and capability of providing a wide range of office management setup, administration and support services overseas. This includes being able to furnish the necessary personnel (i.e. local attorneys, program specialists, website mangers, etc), facilities (i.e. office space), materials, equipment, supplies, utilities, and any other logistic and administrative related services in support of an overseas office's management setup and support. If you are a U.S. Small Business with experience, the logistical skill, and know how comparable to what is listed above and you are interested in being part of this market survey, please provide Kevin T. McGhee, kmcghee@doc.gov, at the U.S. Department of Commerce with a copy of your company's corporate capability statement addressing in detail your company's experience providing office management setup and support services in overseas locations by Thursday, May 13, 2010 at 12:30pm EDT. Please state where your company has provided overseas office management setup and support. services and the number of years your company has been providing this type of service domestically and in overseas locations.
