- The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), has a need for technical support for epidemiologic and exposure assessment studies, including feasibility studies, and the development and maintenance of occupational health surveillance systems. Support for epidemiologic research studies may include the following types of activities: Collect and collate information about workplaces in support of determining the feasibility of future industrywide exposure or epidemiologic studies; determine and follow-up vital status of workers included in mortality or incidence studies; locate individuals for the purpose of vital status determination, interview or medical evaluation; undertake specialized coding tasks: (e.g.) underlying and contributory cause of death utilizing International Classification of Disease, Revisions 5 through 10 (and 11 as it becomes available) and Industry and Occupation coding; conduct questionnaire surveys by mail, telephone or personal interview; collect, or provide for the collection of, biological samples (e.g., urine, blood, sputum, pathology specimens, X-rays) and ship to laboratory facilities; schedule and coordinate participation of individuals in medical examination; link files and generate analysis data sets incorporating all data types; maintain analysis files for data analysis; prepare data and analysis files; microfilm and/or optically scan vital status, personnel, employment, plant and other pertinent records; code and/or abstract data from original or copied company contractor and/or union records; and conduct, or arrange for, focus groups that solicit information about health attitudes, working conditions, and work practices. Exposure assessment surveys will be performed by professional industrial hygienists under the direct supervision of an American Board of Industrial Hygiene (ABIH) certified industrial hygienist. Exposure assessment studies may include the following activities: Conduct walk-through surveys to assess unit processes, potential hazards, work practices, and availability of records; conduct limited industrial hygiene surveys to assess the feasibility of including a work site in a study; conduct comprehensive industrial hygiene surveys; collect and assess current and historical records and information on chemicals used, work process changes, personnel records, and other pertinent data by reviewing hard copy and computer files; conduct literature reviews concerning exposure assessment issues; conduct personal monitoring and biomonitoring of individual workers; prepare air, urine, and blood samples for shipment to laboratories, complete paperwork, check labeling, and perform any necessary calculations; explain air sampling and urine collection procedures to workers and answer questions; assist NIOSH with recruitment of participants prior to or during the study period; administer short questionnaires to workers and management concerning exposures and work practices; prepare equipment and supplies for field studies; travel to and from work sites; interview workers and managers to obtain supplemental information about work practices and attitudes about safety and health practices; recommend subcontract laboratories to NIOSH based on their ability to perform requested analyses in a timely and cost-effecitve manner; and conduct or oversee the analyses of biological and environmental samples. This requirement is being solicited on a full and open competition -unrestricted basis. The CDC may award more than one indefinite delivery indefinite quanitity (IDIQ) task order contract, and the period of performance is expected to be five years from date of award. In accordance with FAR 16.504, the minimum quantity for each IDIQ contract will be $5000.
