Description
This notice is issued by the NASA Ames Research Center (ARC) to post a Request forInformation (RFI) via the internet, and solicit responses from interested parties. ARCis requesting information about the capabilities of potential offerors for the workidentified in the attached Lunar Atmosphere Dust Environment Explorer (LADEE) StarTracker Statement of Work (SOW). The Lunar Atmosphere & Dust Environment Explorer(LADEE) mission objective is to conduct investigations that will be specifically targetedto prepare for and support future exploration of the Moon. Mission duration is estimatedat 180 days maximum, depending upon fuel and orbit; however, all components are beingdefined for a minimum mission life of 1 year.The attached SOW refers to the Star Tracker Performance Specification; this documentcannot be provided at this time due to International Traffic in Arms (ITAR) relatedrestrictions. THIS IS NOT A SOLICITATION. Information received as a result of this notice will beconsidered by the Government and used for acquisition planning purposes only.This document is for information and planning purposes and to allow industry theopportunity to verify reasonableness and feasibility of the requirement, as well aspromote competition. This RFI is subject to FAR Provision 52.215-3, entitled Requestfor Information or Solicitation for Planning Purposes. This RFI does not constitute aRequest for Proposal, and it is not to be construed as a commitment by the Government toenter into a contract, nor will the Government pay for the information submitted inresponse to this request. Respondents will not be notified of the results.Although all comments received will be carefully reviewed and considered for inclusion ina later action, the initiators of this request make no commitment to include anyparticular recommendations.Questions about this RFI should be emailed by May 13, 2010 to:Elizabeth.M.Sanchez@nasa.gov. Please send questions with RFI-LADEE-ST-EMS' in thesubject heading. Questions and answers will generally be posted as an amendment to thisnotice. Company or individual names will not be posted. Responses to this RFI are due by 4:00pm noon Pacific Standard Time (PST) on May 20, 2010.The preferred method of response is by email to the contract specialist: Elizabeth.M.Sanchez@nasa.gov. Please send responses with 'RFI-LADEE-ST-EMS' in thesubject heading. Oral communications are not acceptable in response to this notice. Documents must be in MS Office or Adobe (pdf) file format. Hard copies are not requiredor requested. If necessary, please contact the contract specialist to request anothermethod of submittal. Responses must include the following: name and address of firm, size of business forNAICS code 336419; average annual revenue for past 3 years and number of employees;ownership; whether the firm is large, small, small disadvantaged, 8(a), HUBZone, and/orwoman-owned business; number of years in business; affiliate information: parent company,joint venture partners, potential teaming partners, prime contractor (if potential sub)or subcontractors (if potential prime); list of customers covering the past five years(highlight relevant work performed, contract numbers, contract type, dollar value of eachprocurement; and point of contact - address and phone number).Although all information received will be carefully reviewed and considered, ARC makes nocommitment to include any particular information for inclusion in a later action. Information, such as trade secrets and commercial or financial information provided tothe Government on a privileged or confidential basis that, if released, would result incompetitive harm should be identified and marked as Proprietary. Government civilservant employees are subject to the non-disclosure obligations of a felony criminalstatute, the Trade Secrets Act, 18 USC 1905. NASA may provide such Proprietaryinformation to its support service contractors and JPL employees who are under anobligation to keep third-party proprietary information in confidence. By submitting aresponse to this RFI, the responder is deemed to have consented to release of Proprietaryinformation to such NASA support service contractors and JPL employees. Responses to theRFI will not be returned.ARC reserves the right to retain all information submitted in response to this request. This request does not commit ARC or the United States Government to pay any costsincurred in the submission of the requested information. Information submitted that falls within ITAR or is otherwise export controlled should bemarked accordingly and as required by law. Responses to this RFI are welcome from all interested parties; however, if a solicitationis issued, it may be limited to US companies, due to ITAR or other related restrictions.It is anticipated that, following review of the responses to this RFI, NASA will issue aRequest for Proposals (RFP).An ombudsman has been appointed -- See NASA Specific Note 'B'.The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/ARCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=21It is the offeror'sresponsibility to monitor the Internet site for the release of the solicitation andamendments (if any).
