Description
NASA/GSFC has a requirement for:Qty:3; MRR-2, FM-CW Mode,Vertical Pointing Complete Micro Rain Radar to include MRRHeating.The MRR2 is a unique, highly transportable, compact radar system operating at awavelength of 1 cm. The MRR2 points vertically (only) and continuously measures profilesof precipitation rate and size distribution. The MRR2 1cm wavelength is optimal formeasuring light to moderate precipitation. This particular capability is a requirementfor supporting pre-launch precipitation retrieval algorithm development for the NASAGlobal Precipitation Mission (GPM) and for post-launch validation of thoseproducts-especially in mid and northern latitudes. NASA/GSFC intends to purchase the items from BIRAL pursuant to FAR 13.106 for theacquisition of supplies or services determined to be reasonably available from only onesource. It is our understanding that the required instrument is designed and manufacturedexclusively by BIRAL and is the only instrument of its kind at the specified wavelength,easily deployable, sensitive to light rain/snow, 30 m resolution measurements extendingfrom 30 m above ground level to altitudes of 5 km or higher, and all weather-operating inunattended models. The Government intends to acquire a commercial item using FAR Part 12. This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or faxto 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) onMay 21, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. It is the offeror's responsibility for downloading their own copy of this notice andamendments (if any). An Ombudsman has been appointed. See NASA Specific Note 'B'.
