Description
SPACE REQUIREMENT The United States Government is seeking an existing facility in Orange County, California, for a Federal Law Enforcement Agency comprised of approximately 102,065 rentable square feet yielding a minimum of 88,752 ANSI/BOMA Office Area (ABOA) square feet to a maximum of 91,130 ABOA square feet along with 118 structured parking spaces and 290 on site reserved parking spaces for a maximum total of 408 parking spaces. A vehicle maintenance facility of approximately 4,900 ANSI/BOMA Office Area (ABOA) square feet is included in this requirement. A 50 foot setback from all roads and adjacent structures for the facility is preferred however lesser setbacks will be considered depending on the configuration and other security measures which may be required. The space should be fully serviced including all utilities, janitorial and grounds maintenance services. Existing buildings offered would ideally meet or be capable of meeting all of the following criteria: Space must be occupied no later than December 2012. Provide two independent means of ingress and egress from site. Have zoning that is compatible for Government's proposed use, as shall adjacent properties. Have no known zoning or other restricting ordinance that would unnecessarily restrict facility use Not be located in the vicinity of childcare centers, schools or religious centers. The office space must be contiguous, and not below the second floor, or on the top floor if in a multi-tenant building. Not be located within a 100 year flood plain or other geological or environmental impairments. Meet seismic standards contained in "Standards of Seismic Safety for Existing Federally Owned and Leased Buildings and Commentary", ISSC RP 6, or be a candidate for retrofit to meet same. Not have easements and location of underground utilities do not encroach on the secure portion of the site Have no known underground structures or fuel tanks Be a modern building located within a conforming office development setting with prestigious appearance in a campus like atmosphere. Have easy access to utilities, cable TV and fiber optics. The location should be within an office development or other appropriate commercial setting with nearby public transportation and supporting amenities Have convenient access to major traffic arteries and to food service establishments and retail services. Have convenient access to major freeways but not be adjacent to overpasses, bridges, elevated ramps or railroad tracks. The Federal Government client cannot be located near businesses or facilities deemed unacceptable for security purposes. LOCATION To warrant consideration, the property must lie within the following boundaries: NORTH: Katella Avenue from Magnolia to the I-55 Freeway; SOUTH: Intersection of Jamboree Road and I-5 going SW to the 73 Toll Road; then West over to I-405; EAST: I-55 Freeway, South to I-5 and Southeast to the intersection with Jamboree Road; WEST: The intersection of I-405 and Magnolia, North to Katella. LEASE TERM: Twenty years firm OCCUPANCY: Occupancy is required no later than 12/01/2012 STANDARD CONDITIONS AND REQUIREMENTS: The space offered must be fully serviced in a quality building of sound and substantial construction, either a new, modern building or one that has undergone restoration or rehabilitation for the intended use. The building and the leased space shall be accessible to workers with disabilities in accordance with the Americans with Disabilities Act Accessibility guidelines and the Uniform Federal Accessibility Standards. Wherever standards conflict, the more stringent shall apply. The leased space shall be free of all asbestos containing materials, except undamaged asbestos flooring in the space, undamaged boiler or pipe insulation outside the space, in which case an asbestos management program conforming to EPA guidance shall be implemented. The space shall be free of other hazardous materials according to applicable Federal, State, and local environmental regulations. Additionally, the building must conform to Life Safety Performance Level of ICSSC RP 6. Further, the space must be altered to meet the Government's requirements. EXPRESSIONS OF INTEREST should be submitted to the following person and address in writing and should provide all of the following information: Building name and address Rentable and usable square feet offered, including floorplate size and floorplan. Method of measurement used to determine rentable square footage. Common Area Factor (load factor) for available space. Location map; Aerial photo; Site plan identifying existing structures; Legal description; Prominent features; Available amenities; Detailed description of building setbacks; Parking amenities ; Photos of the building and photos of the interior space. Proposals submitted by agents for the recorded owner of the building must be accompanied by documentary evidence satisfactory to the Government of the agent's authority to make an offer on be half of the record owner. The Government will make every effort to expedite the building selection. This advertisement is not a basis for negotiations and the right is hereby reserved, as the interest of the Government may require it, to reject any or all offers and give consideration to sites other than those offered in response to this advertisement. HOW TO OFFER: Fee title owners, or their duly authorized representatives (owners, developers, brokers or their legal representatives), are invited to submit expressions of interest no later than 4:00 PM, PST, June 4, 2010.
