- NASA/JSC has a requirement for cylindrical rapid cycle amine valve developmentservices (QTY: 1, JOB). NASA/JSC intends to purchase the items from Hamilton Sundstrand Space SystemsInternational, Inc.The development of each of these valves requires experience in oxygen safety andmaterials compatibility to integrate with the Portable Life Support System (PLSS).Hamilton Sundstrand has developed three other valve concepts for amine swing beds,including mechanically actuated spool valves, pneumatically actuated spool valves, andganged rotating ball valves. This work is a follow-on from a task on the CRAVE contract,NNJ05HB39B. The original contract optimized the design of the cylindrical rapid cycleamine (RCA) canister, and built two test articles. The top surface of that canister andthe ports to the flow paths through it form half of the valve to be developed in thiseffort. This effort is to optimize the face seal that rotates on the top of thecanister, and manufacture two test articles that can test valve performance issues. Noother source has the capabilities to achieve the requirements. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 1:30 p.m. local timeon May 21, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
