- The United States Department of Labor is conducting market research for an upcoming procurement requirement entitled "Standards and Guidance Technical Consultation and Support", for the Occupational Safety and Health Administration's (OSHA) Directorate of Standards and Guidance (DSG). DSG is responsible for work involved in developing proposed and final standards and guidance material for the protection of employees' safety and health. Standards involve regulation of toxic chemicals, harmful physical and biological agents, and safety hazards such as electricity, unguarded machines, flammable agents and areas of chemical, fire protection and safety systems engineering. Guidance materials may be developed on a wide range of safety and health hazards, and may be presented in many different forms, including documents, online materials, and audiovisual materials. DSG is seeking sources to provide consultation and technical support in these efforts. The incumbent will have to have access to experts in the field of occupational safety and health with OSHA experience to provide a wide range of technical support to DSG. They will provide expert assistance in performing and supporting DSG in highly technical analyses, such as: risk assessments; technological and economic feasibility analyses; industry and exposure profiles, and other analytical undertakings related to the development of standards and guidance documents. They will also provide consultation and assistance in data fact finding efforts and management practices. They will participate in outreach activities, which include: providing expert witnesses for rulemaking hearings; undertaking stakeholder meeting logistics; and planning social networking activities. They will develop training materials for OSHA staff on standards and guidance issues and review existing regulations for possible revisions. The contractor will perform these activities for current guidance and regulatory projects, which include known occupational hazards, such as Repirable Silica; Beryllium; Combustible Dusts and Diacetyl. And coordinate efforts to identify emerging occupational hazards. Interested contractors responding to this Request for Information will be required to indicate their ability by fulfilling the requirements that are stipulated below: 1. Provide a statement of capabilities that addresses the work described in this RFI, including at least the following: a) Contractors must describe their experience developing standards for worker exposure to common workplace hazards including chemicals, metals, biological and physical agents. b) Contractors must describe their experience in developing standards for workplace safety hazards such as fall hazards, electrical hazards, fire and emergency response and management. c) Contractors must describe their experience in developing content for and design and production of guidance materials addressing common workplace health and safety hazards for a variety of employer and worker audiences. 2. Provide Resumes of principals and the amount of time they are availability to work on the project. Also provide resume's of expert staff detailing their experience in occupational safety and health, their availability to work on the project and whether each is a full time employee, or part-time contract labor. Resumes of editorial and production employees and samples of their work 9not to exceed 20 pages). 3. Provide "demonstrated" past performance information for the most current three years for work performed in the field of occupational safety and health. Include detailed descriptions of projects, and provide documentation of on-time and on-budget performance. All interested parties who believe they can provide the above mentioned information are invited to submit in writing a package entitled "Statement of Qualifications / Capabilities Statement" (which must include the contractor's indication of their ability to fulfill requirements 1-3). The Statement of Qualifications / Capabilities Statement package must be transmitted under a cover letter. The Cover Letter must cite the following information at a minimum: a) Vendor's Company Name, Address, Contact Person Information; b) Vendor's DUNS Number AND Cage Code; c) Business Size Standard/Classification. The government reserves the right to compete any acquisition resulting from this survey among small businesses or to make award to an 8 (a) firm, based on the responses received. This sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract.
