- Performance Work Statement (PWS) RFQ Response Form The Environmental Protection Agency, Region 1, Contracts and Procurement, is requesting quotes for conducting marine sediment analyses in accordance with the Performance Work Statement (PWS) (Attachment 1). This requirement also includes providing the bottles, preservatives, and coolers for sample collection. The contractor may also be required to store samples for up to 90 days This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 19.502-2(a), this requirement is being solicited on an unrestricted basis. The North American Industry Classification Code applicable to this procurement is 541380, Testing Laboratories, with a small business size standard of $12M. The Product Service Code (PSC) is F999, Other Environmental Service, Study, and Support. Please see Attachment 1 for the Performance Work Statement (PWS). Instructions About Registering in the Central Contractor Registration (CCR) Database: Offerors must register on-line in the CCR database at https://www.bpn.gov/ccr/default.aspx prior to submitting an offer for this requirement. Companies that must register in CCR must also complete and return the representations and certifications at FAR 52.212-13. Provide the following: 1)Please submit the completed RFQ response form (Attachment 2). 2)A completed copy of the FAR provision, Offeror Representations and Certifications for Commercial Items or a statement that the offeror's online representations and certifications, which are posted at https://orca.bpn.gov/ are current. A copy of the FAR provision will be provided upon request. 3)Availability of services on GSA Schedule, if applicable. 4)Please provide a brief narrative description of your approach to performing the work required under the PWS. Evaluation Award will be made to the offeror who provides the Lowest Price Technically Acceptable offer. Technically Acceptable is defined as meeting all of the requirements listed in Attachment 1. The pricing breakdown must include the cost of each method per sample. A price breakdown for equipment, travel, and any other direct costs must be provided as a separate document. The vendor will include the cost of laboratory method blanks, laboratory control spikes, client specific MS/MSD and duplicate samples shall be included in the unit price for each sample method. The contractor shall include the cost of field blanks, equipment blanks, and SRMs in the unit price for each method. The TOC includes the two reps/sample. Samples that require storage beyond 30 days will be priced per batch of 1 to 20 samples with a 3-month storage limit.
