Description
Integrated Evaluation of American Recovery and Reinvestment ACT (ARRA) Funding, Implementation and Outcomes The response to clarification question #20 and 25 has been revised as follows by the U.S Department of Education: Question # 20 Attachment I, Small Business Subcontracting Plan states that in order to receive 20 points, the proposal must "subcontract work with a minimum or excess of 23% of the total contract dollars" to small businesses. It also states that the proposal must "subcontract work totaling at least 23% of the cost of the...contract" to small businesses. Does this mean 23% of the base contract amount, or 23% of the total cost of the base contract plus optional tasks? Answer : The Department's policy regarding small business subcontracting is in flux. We have determined that for this procurement, in order to receive the extra 20 points, prime large businesses that choose to subcontract must ensure that a minimum of 37.5% of total subcontract dollars go to small businesses. This applies to both the base contract and the two options. Contractors that made arrangements in response to the Department's earlier clarification of questions (sent out April 29, 2010) should have no difficulty meeting this new goal. The Department encourages the prime contractor to enter into firm fixed price contracts with subcontractors. Question # 25. Does the estimate of approximately 80 person years (Attachment K, p. 6) include the options? If not, is there an estimate of the number of person years for Options 1 and 2? Answer: The estimate of approximately 80 person years does not include the options. If both options are exercised, it would add approximately 20 person years. See response 16 of addendum # 1.
