- RFQ for Gloucester MArine Education Project THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133F-10-RQ-0572, and it incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-39. The U.S. Dept of Commerce, NOAA National Marine Fisheries Service (NMFS) has a requirement for a contractor experienced in development of informal education programs to provide training, technical support, facilities and equipment (e.g. wetlab, access to boat/water, video microscopes, touch tanks, underwater remote operated vehicle, etc.) and established connections with local elementary school system to help NOAA Fisheries Service's Northeast Regional Office develop a "place-based" educational program and corresponding exhibit for our lobby incorporating NOAA's Ocean Literacy Principles. See Statement of Work below.. The period of performance is award date through September 30, 2011. The resulting contract will be negotiated as a firm-fixed price contract. Evaluation Criteria Award will be made to the responsive and responsible bidder who provides the Best Value to the Government to include in addition to price, the following factors:  Have a facility which includes wetlabs, access to Gloucester Harbor or ocean, access to fishing vessel to be used to conduct placed-based educational experience  Ability to transport 50+/- children to and from 2 day sessions  Necessary equipment to support the project including but not limited to video microscopes, gear for plankton tows, rovs, equipment for fish dissections. etc.  Established relationship with Gloucester and Rockport Public schools --elementary school classrooms 3-4 grades.  Experienced in development of k-12 marine science educational programs, focused on placed-based learning experience integrating Ocean Literacy Principles and National and state education standards. Proposals with quotes must be submitted to Francena Monell-Simard at NOAA Northeast Regional Office, Gloucester MA.. Statement of Work A contractor experienced in development of informal education programs is needed to provide training, technical support, facilities and equipment (e.g. wetlab, access to boat/water, video microscopes, touch tanks, underwater remote operated vehicle, etc.) and established connections with local elementary school system to help NOAA Fisheries Service's Northeast Regional Office develop a "place-based" educational program and corresponding exhibit for our lobby incorporating NOAA's Ocean Literacy Principles. Background NOAA received a broad mandate from congress to educate the public about ocean and coastal science through the passage of the America COMPETES Act of 2007. The Northeast Regional Office (NERO) is building its outreach and education capability to foster marine literacy in the local community and throughout our region, which extends from Maine to Virginia. Initially, we intend to develop this program in the local community in which we are based, Gloucester, MA, with the goal of expanding the program with other partners to other communities throughout our region. Through this program we will contribute relevant science education to neighboring schools, drawing from NOAA Fisheries Service' programs and the work of the NOAA Education Council for real world examples of applied science. However, we lack the facility and equipment (wet lab, access to ocean from our office, boat to transport students to collect samples, rov), relationship with the elementary schools and the technical expertise to provide this educational experience. Thus, we are seeking the assistance from a local organization with experience in providing "hands-on" informal science educational programs and with strong ties to the Gloucester and greater Cape Ann community, where we are based. The contractor must be knowledgeable and experienced in teaching and effectively communicating about Gloucester's unique fishing history and marine/coastal resources. It must be able to deliver a place-based ocean science curriculum through hands on learning experiences, which inspire investigative learning with real life application. We want children to be able to make the connection between their actions and the impacts on the marine and the coastal environment. We also want to partner with an organization that is open to providing NOAA Fisheries Service managers and scientists the ability to be able to more readily interact with students. No portion of these funds shall be used by the contractor to cover transportation related costs (e.g., bus students, pay for boat rental). The C&A requirements of clause 73 do not apply, and that a Security Accreditation Package is not required. Scope of Work-Tasks/Deliverables: Task 1: Provide platform and technical guidance to provide student field experience in Partnership with NOAA Fisheries Staff To achieve our NERO strategy of building our educational capabilities, the contractor will help us build educational capacity within staff, expand our existing portfolio of education projects and establish a lasting partnership within the local education community. The contractor will instruct NOAA Fisheries Service staff on how to develop as well as help implement a place-based learning unit for third and fourth grade students which integrates NOAA's Ocean Literacy Principles and meets applicable Massachusetts' educational science standards to complement classroom learning. Prior to the start of the 2010-2011 school year, the contractor will work with NOAA staff members to develop and refine the program curriculum, educate NOAA staff on relevant state education standards and develop pre- and post-visit materials that teachers may choose to incorporate as a part of their classroom instruction. The contractor will make arrangements to bring third and fourth grade classes to their site for two field trip days -- one in the fall and one in the spring -- to participate in hands-on marine and physical science activities along side NOAA scientists and managers. Here students will rotate through three one-hour learning units, including deployment of a ROV launched from a research vessel in Gloucester Harbor. From December thru April, the contractor, together with NOAA staff, will present eight one hour in-school lessons for each classroom. The purpose of these lessons is to further develop and reinforce the subjects explored during the site visits. Children should be exposed to various activities and use of a variety of scientific tools (e.g., microscope, plankton tow equipment, video equipment, fish dissection, etc.), which help them gain a better understanding of •Ø how to classify local plants and animals according to the characteristics that they share and recognize that they go through predictable life cycles, •Ø explore marine food webs, and •Ø better understand coastal habitats such as eel grass beds and salt marsh environments, how they change over time and the role they play in supporting healthy local fisheries. Task 2: Create an exhibit that reflects what the children learned for the main lobby for NERO headquarters in Gloucester, MA. It will showcase the participatory learning experiences exploring local coastal marine habitats undertaken by the third and fourth grade students. It will provide an opportunity for students and teachers to publicly display program products and allow community members to share in the learning goals of the program. NOAA will host a public opening for the exhibit to premiere the program and the student's work. Exhibit Components will include: •Ø pressed specimens of locally collected algae •Ø still and video images of plankton samples taken digital video microscopes that document seasonal changes in populations of native and non-native species and seasonal changes in mero plankton and the abundance of larva •Ø student produced identification guides for local marine plankton and non-native species •Ø still and video images of seasonal changes in local marine habitats (eelgrass, cobble, rocky shore, and cobble) taken with ROV's launched from a research vessel in Gloucester Harbor Task 3: Write and submit a final report of the project by September 30, 2011, incorporating (but not limited to) the curriculum and field experience, the guest lectures and any outreach materials developed, the dates of the lecturers, the number of students reached. Provide 3 printed color copies of the report and 1 electronic or CD copy to NMFS. BILLING The contractor may bill 1/3 of the total upon delivery and acceptance of Task 1. The contract may bill 1/3 of the total amount upon delivery and acceptance of Task 2 and 1/3 upon completion and acceptance of Task 3 at the contract completion. For Information Technology (IT) Purposes This contractor is not required to use or connect to government IT. The C&A requirements of clause 73 do not apply and a Security Accreditation Package is not required. Period of Performance The contractor shall perform the specified tasks on a part-time basis from the date of award for a period of approximately one-year (12 months), ending by September 30, 2011. In order to comply with the debt collection improvement act of 1996, all contractors must be registered in the Central Contractor Registry (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. The government intends to award a firm-fixed price purchase order for this requirement. The NAICS Code is 712110 small business size standard is $ 7.0M. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR Clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC Information Technology Systems (JUN 2006) will apply SUBMITTAL REQUIREMENTS: To be considered, interested firms must submit the following no later than 8:00 AM. Quoting firms are responsible for supplying information concerning each evaluation factor, including copies of any required professional certifications or licenses. The Federal Integrated Acquisition Environment (IAE) initiative called Online Representations and Certifications application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and previously found in solicitations. According to the language in FAR case 2002-024, vendors are required to use ORCA beginning 01 January 2005.
