- The Strategic Environmental Research and Development Program (SERDP) is a multi-agency research and development program that was established by Congress in 1991. As described in Title 10, U.S.C., Sections 2901-2904, the major focus of SERDP is to address environmental matters of concern to the Department of Defense and the Department of Energy through support for basic and applied research and development of technologies that can enhance the capabilities of the departments to meet their environmental obligations. The SERDP supports environmental research and development activities in government, industry, and academic laboratories in the areas of environmental restoration, sustainable infrastructure, weapons systems and platforms and munitions management. Details on requirements for SERDP projects can be found on the SERDP web site (www.serdp.org) The Environmental Security Technology Certification Program (ESTCP) is a DoD demonstration/validation program for environmental technology. The DoD established ESTCP in fiscal year 1995. The ESTCP demonstrates and validates the most promising innovative environmental technologies that target DoDs most urgent environmental needs and are projected to pay back the investment through cost savings and improved efficiencies. The program provides support to government, industry, and academic institutions to conduct demonstrations and validations of environmental technologies in the areas of environmental restoration, sustainable infrastructure, weapons systems and platforms and munitions management. ESTCP demonstrations are conducted under operational field conditions at DoD facilities. Details on requirements for ESTCP projects can be found on the ESTCP web site (www.estcp.org) The SERDP and ESTCP are separate and distinct programs. Each is funded under its own program element. They are managed out of a joint office. The joint management of these two programs increases coordination, enhances the transition of technologies, and reduces DoD management overhead. The efficient management of these two programs by one office requires a single unified support contract. The SERDP and ESTCP require program support to meet their statutory requirements and ensure that projects funded are of the highest quality, executed efficiently and evaluated according to SERDP and ESTCP guidelines which are documented in the annual solicitations at www.serdp.org and www.estcp.org. This includes support for evaluation and rating of proposals. The US Army Corps of Engineers (USACE) intends to negotiate a contract on a competitive basis, set-aside for small business, for SERDP and ESTCP Technical and Program Support. The contract will be a Firm Fixed Price Indefinite Delivery Indefinite Quantity type Contract for a period of one (1) year with four (4) one (1) year options. Anticipated release date of the RFP will be on or about 20 May 2010. A proposal will be due 30 days from the release date unless an amendment is issued to extend. All responsible small business sources may submit an offer, which will be considered by this agency. It is the Offerors responsiblitity to watch FedBizOpps for the solicitation (W912HQ-10-R-0003). The Contracting Office will not be notifying offerors when the solicitation is released.
