DESCRIPTION OF SERVICES: The contractor shall perform Aircraft Washes at Niagara Fall ARS, Niagara Falls, NY as defined in this Statement of Work (SOW). Work shall include: • Aircraft Exterior Wash (estimate 24, for contract duration) Aircraft Exterior Wash (estimate 06, for unscheduled maintenance) 1.1. AIRCRAFT WASH: The contractor shall perform aircraft washes at the government provided wash facilities. All washes shall be completed within 8 hours of the scheduled start time under normal circumstances. Additional time for exceptionally dirty aircraft will be coordinated through the POC. Government will determine severity of wash. Work shall be performed during normal duty hours 0630-1615 Monday thru Friday. Work shall begin no later than 0730 and completed by 1515. This will allow one hour for inspection and rework of discrepancies noted. Contactor must check in with Government with shift roster to assure training has been accomplished. 1.1.1 Wash Preparation: The government will prepare aircraft for wash to include, taping, engine plugs, chalking, lowering flaps and closing and sealing all aircraft access doors 1.1.2 Joint Pre-Wash Inspection: The Government and contractor shall perform a joint inspection of the aircraft to identify defects prior to washing/rinsing operations. 1.1.3 Wash Request: An authorized representative will make the request for the wash verbally. A letter will be provided to the contractor with names and numbers of authorized representatives. 1.1.4 Request Descriptions: For those requested as "Routine" the contractor will be notified five days in advance and must be performed on the scheduled wash day. In the event of the scheduled wash cancellation, a 24 hour notice will be given to the contractor; the Government will incur no cost. If the 24 hour notice is not met, the contractor will be compensated for the cost of the laborers hired to perform said work. 1.1.5 Priorities: For washes that are identified as "Expedited" the contractor will be notified two working days in advance and must perform wash on scheduled day. The government reserves the right to determine whether a request is to be "Routine or Expedited". 2 Description of Work 2.1 DESCRIPTION OF FULL WASH: This consists of a complete cleaning of the exterior portion of the aircraft from the nose to the tail of the aircraft, to include belly, left and right main wheel wells, nose wheel well and right and left wing flap wells. IAW this SOW, T.O. 1C-130A-23CL-1, 1-1-691, 1-1-8 and Aircraft Cleanliness Inspection Checklist, AFRC Form 164. 2.1.2. All surfaces to be cleaned must be washed either by hand or pads attached to the provided extension poles with the Government provided melamine pads. 2.1.3 Exclusions: This work excludes the top of the wings and horizontal stabilizer. These are required by the contactor to perform only a clean water rinse over the wings and horizontal stabilizer 2.1.4 DESCRIPTION OF BELLY WASH: This consists of a complete cleaning of the exterior portion of the belly of the aircraft. Aircraft belly is defined as the area of the aircraft measuring from the forward portion of the nose landing gear to the aft end of the cargo door and inside all wheel wells IAW T.O. 1C-130A-23CL-1, 1-1-691, 1-1-8 and Aircraft Cleanliness Inspection Checklist, AFRC Form 164. 2.1.5 DESCRIPTION OF CLEAN: All references to the condition of clean pertain to the following description: A wet or dry paper towel wiped firmly across the aircraft surface. If soiling of the towel occurs the surface is not clean. The above-described condition shall be reached on all washing and cleaning services. All oils and streaking must be removed. 3. MANAGEMENT: The contractor shall establish an Aircraft Wash Services Management system to include the following: 3.1 Experience: The wash contractor must have C130 aircraft washing experience. The Government will provide initial training for contractor. This will include a complete wash overview, a Ground Safety Brief and operation of maintenance stands. This training will be documented and filed by the Wing Corrosion Manager. 3.1.1 Crew Requirements: Wash crew must consist of a wash supervisor with at least two years aircraft washing experience. Supervisor may be member of wash crew. It is recommended that the crew should consist of a minimum of 1 supervisor and four to five laborers to meet minimum cleanliness standards. 3.1.2 Prior to Wash; An initial walk around will be performed by the wash supervisor and the government prior to the wash. Any found defects shall be documented by the government. 3.1.3 Clean Wash Rack: Contractor upon completion of wash will clear water rinse hanger floor maintenance stands and perform an inventory of all wash tools used (ie; brushes, poles, pads, and PPE) with wash supervisor and Government Inspector. This will be documented by Government Inspector and will remain in the wash rack. Contractor will be required to roll up all hoses at completion (garden and fire). 3.1.4 Mishaps: The contractor shall immediately notify the Government Personnel of any mishap resulting in any damage to government assets or personnel, or any mishap that results in injury to contractor personnel. 3.1.5 Security Police and Fire Department. To report a security problem or fire, the Contractor shall call 911 to reach the base Security Police or Fire Department.. 4 ENVIRONMENT AND SAFEY COMPLIANCE: 4.1 Products; Government will make available MSDS's for all products it provides. 4.1.1 PPE; Contractor will be required to use all PPE as deemed necessary by MSDS's. 5 GOVERNMENT FURNISHED SERVICES AND PROPERTY: The government will provide the following services and property: 5.1 GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government shall furnish the area to wash the aircraft. 5.1.1. Furnished Equipment. The Government shall provide and train the contractor on two type B-1 and two type B-4 adjustable maintenance stands for use during washing operation. The contractor is not responsible for maintenance of Government furnished equipment. The contractor shall notify the Government Inspector if any maintenance is required. All equipment provided will have daily inspection documented on AF244 by Government employee. 5.1.2. The Government shall furnish all necessary cleaning compounds, water, fire hoses and necessary attachments, brushes, poles and melamine wash pads. The government shall also provide an Aircraft soap foamer. 5.1.3. Powered and Non-powered Aerospace Ground Equipment (AGE). The government will provide available AGE as needed to provide services to aid in the performance of aircraft wash and cleaning services. The contractor shall inspect equipment for serviceability and condition prior to use and notify the government of any known discrepancies. 6 CONTRACTOR FURNISHED PROPERTY. 6.1. The Contractor shall furnish all Personal Protective Equipment. (IE: protective clothing, gloves, boots, ear defenders, reflective vests, and chemical goggles for employees) 6.1.1. The contractor shall furnish and store all expendable material and loose equipment within designated areas. NOTE: The government will not be responsible for security of storage areas nor for any loss or damage to Contractor equipment and supplies.
