Description
Contractor shall furnish all materials, equipment, labor, supervision, and personnel to accomplish this project. Provide all necessary labor, equipment and materials to include but not be limited to the following: Construct new generator room including associated structural and architectural elements, Tier 4 compliant generators with remote radiators (part of deduct alternate), electrical infrastructure, mechanical systems and centralized exhaust for discharge at highest roof level at the VAMC Manhattan Campus. Work includes, but is not limited to, the installation and demolition of existing generators, electrical emergency distribution system, structural an architectural elements, piping, and controls. Work also includes asbestos removal of roofing and asbestos contaminated materials as shown on contract drawings. The above work shall be constructed in two phases, phase 2A and 2B. The scope of Phase 2A shall include but not be limited to: 1.Provide exterior footing and columns. 2.Build 2nd floor extension with temporary rear wall with two doors for access to generator #2. 3.Block out windows adjacent to extended building. 4.Provide new fuel oil pumps and associated piping. 5.Provide fuel storage day tank. 6.Provide 2.5 MW prime rated 4160V generator (#2) with remote radiator located on the roof level of the new 2nd floor level. 7.Provide lighting and convenience receptacles. 8.Provide underground ductbank for concrete encased conduits. 9.Provide raceways for electrical distribution and control wiring. 10.Provide 4160V generator feed include start up controls to existing paralleling switchgear. 11.Provide electrical distribution infrastructure. 12.Seamless transition upgrade of existing ASCO paralleling switchgear (part of deduct alternate). 13.Provide fire alarm devices. 14.Provide louvers wit sound baffles and associated fans and dampers. 15.Provide electric and steam unit heaters. 16.Provide testing and commissioning of systems. Phase 2B shall include but not be limited to the following: 1.Shutdown existing 5kV switchgear for measurements. 2.Remove (3) existing generators and associated exhaust and fuel oil piping and ancillary equipment. 3.Remove associated bus duct and conduits from existing generators to generator switchboards. 4.remove (3) existing remote radiators located on roof. 5.Abate existing roof from contaminated material. 6.Complete construction of new 2nd floor level. 7.Provide 2.5 MW prime rated 4160V generator (#3) with remote radiator located on the roof level of the new 2nd floor level (part of deduct alternate pricing). 8.Provide raceways for electrical distribution and control wiring. 9.Provide new 5KW 600A switch within existing paralleling switchgear. 10.Provide 4160V generator feed include start up controls to existing paralleling switchgear. 11.Provide electrical distribution infrastructure. 12.Provide I/O panel located in switchgear room and control wiring tie-in to existing paralleling switchgear master controller. 13.Provide control wiring from I/O panel to existing 4160V circuit breakers. 14.Provide additional fire alarm devices. 15.Provide lighting fixtures and receptacles. 16. Provide electric and steam heaters. 17.Provide exterior stairway. 18.Provide security devices (card reader, motion sensors, etc.). 19.Provide fuel oil piping. 20.Extend existing feeders and busducts to new 208V emergency switchboard. 21.Remove existing paralleling switchgear and antiquated wiring. 22.Perform testing and commissioning of systems. Contractor to provide the following additional services: 1. CONSTRUCTION QA/QC AND SAFETY PROGRAM: a. Contractor to provide full time Quality Assurance/Quality Control and OSHA certified safety inspector on construction site for monitoring of quality of work and compliance with safety regulations. b. Provide Construction Quality Control Report containing prepatatory inspection, initial inspection and follow up inspection. c. Provide tests required by plans and/or specifications performed and results of tests. d. Provide reports of safety inspections (include safety violations and corrective actions taken on a daily basis. 2. Inspection /Testing/ Contractor shall be responsible for all testing outlined in the drawings and specification: Test shall include but limited to following for activation of each generator: construction test, inspections, pre- op test, protection relays, insulation test, safety test, performance test, continuous engine test, voltage test, regulator test, adjustment test, Parallel operation test. Automatic operation test, fuel consumption test, final testing, commissioning and inspection. 3. Permits: Contractor shall be responsible for all permits, emission testing, certificate to construct and certificate to operate permits required by local, state and federal authorities. All costs shall be included in Bid proposal. 4. COMMISSIONING: Contractor shall employ an independent commissioning agency for total building commissioning practices and system components in order to verify performance of building component and system to ensure the design requirements are met. The contractor shall perform the following: provide commissioning plan and requirements. Verify the installation and performance of systems to be commissioned. Provide commissioning report. a. Contractor shall be responsible for installation acceptance testing specified in NFPA 110, the Essential Electrical System shall be commissioned to ensure proper operation of individual components and the system as a whole. A commissioning plan shall be developed, specified, documented and executed. The commissioning shall include, but is not limited to, all sources of power, paralleling switchgear, transfer switches, fueling systems and tank leak detection, interconnections to other systems, annunciators, load shedding, exercise functions, peak shaving, and communications pathways between equipment. b. Control and operation drawing(s) shall be required by the A/E to be prepared by the Contractor, as part of system commissioning and operations and maintenance documents. The drawings shall show all elements of the system and their interrelationships, including both power and control interconnections and sequences of operation. Physical locations of equipment shall be included. 5. Sequence of Operations Shop Drawings: Contractor shall submit shop drawings and sequence of operations to satisfy the above for review and approval of the resident engineer and contract officer. Work involves multiple construction phasing. Contractor is to coordinate phase of construction with resident engineer and contract officer and is not allowed to proceed with phase work without direct consent of resident engineer and contract officer. To minimize the impact on the daily operation of the medical center, certain mechanical, structural and electrical work will have to be done after hours and weekends only. All work is accordance with contract drawings and specifications. SOLICITATION WILL BE ISSUED ON OR BEFORE 07/04/2010.
