- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(DE)-2010-128-DDC and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-40 (4/2010). The North American Industry Classification (NAICS) Code is 541512 with a size standard of $25.0 per annum. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is set aside for small business. It is the intent of the National Institutes of Health (NIH) National Heart, Lung and Blood Institute on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), Division of Intramural Research (DIR) to negotiate and award an order to Contextware, Inc., 1616 Anderson road McLean, VA 22102, for Training, Implementation and Support of Contextware OS, NIDSCR, NIH as outlined in the Statement of Work. Brief History/Purpose/Description of Project: The mission of the National Institute of Dental and Craniofacial Research (NIDCR) is to improve oral, dental and craniofacial health through research, research training, and the dissemination of health information. The mission is accomplished by: •Performing and supporting basic and clinical research; •Conducting and funding research training and career development programs to ensure an adequate number of talented, well-prepared and diverse investigators; •Coordinating and assisting relevant research and research-related activities among all sectors of the research community; •Promoting the timely transfer of knowledge gained from research and its implications for health to the public, health professionals, researchers, and policy-makers. This acquisition is for the purpose of purchasing Technical support provided by annual subscription to software, hosting service, consulting and training for end-users, on-going administration and management of information and re-engineering to online service operating in support of extramural and intramural administrative functions taking place throughout all of NIDCR Background Information: To continue technical support services for the National Institute of Dental and Craniofacial Research (NIDCR). Technical support is provided for annual subscription to software, hosting service, consulting and training for end-users, on-going administration and management of information and re-engineering to online service operating in support of extramural and intramural administrative functions taking place throughout all of NIDCR. NIDCR needs this continued support, uninterrupted, to provide end users with access to specific step-by-step information on how to perform any type of business process or activity and connect employees to the resources they need to learn, perform and manage their jobs. Currently just over 100 end users have access to and use the current Contextware applications and services as NIDCR. For the past three years NIDCR has been using the services of Contextware to document administrative and clinical policies and procedures throughout all of NIDCR. These procedures are currently available for access by administrative, clerical and clinical staff via a secure hosted web service. The web service organizes these procedures by business process and connects the end user to other sources of information relevant to roles including forms, regulations, subject matter experts and tools in the context of the defined procedures. This service links all relevant NIDCR and/or NIH sources of data making it a “one stop” process for many functions, such as processing all documentation for a Visiting Fellowship. Contractor Requirements: •Program management. Contextware will continue to manage time lines and tasks and ensure that the correct sequence of activities takes place. As project manager Contextware will provide the tools (templates, instructions, and suggestions to facilitate information gathering as required by the NIDCR) and conduct the review sessions. •Process architect. Ensuring that the activity and content classifying/groupings that are developed are adequate to suite the needs of the NIDCR and its end users. Provide direction on refinements, and help develop the content classifications that will then be mapped to the assets and content. •Facilitate information gathering as required. Contextware will continue help define gaps and areas that require additional investigation. Provide support to facilitate and help keep the project on time and in motion. •Maintain information on an on-going basis as requested by NIDCR Point of Contacts. •Contextware will provide availability to information via a hosted service/web portal. Government Responsibilities: •NIDCR will continue to provide a project manager that is accessible to Contextware and has the skills set and availability to participate as required by the project. •NIDCR will continue to provide access to internal subject matter experts as required ensuring information and knowledge captured is as accurate and useful as possible. •NIDCR will continue to provide support navigating any information technology issues that might arise during implementation. •All applications and services are provided via the internet and intranet as per standard NIH and DHHS IT access and security policy and procedures. No access to sensitive or other secure access is needed. Reporting Requirements and Deliverables: •This subscription will provide up to 200 named individuals with on-line access to information captured by Contextware OS. •Contextware will provide training to the general user community on how to interact, retrieve and contribute information as required. Training will include in-person and remote sessions as required, with materials developed specifically to support the NIDCR use of Contextware OS. •Contextware will manage user access to procedures and SOPs. •Contextware will provide up to 20 hours per month in support of user access to procedures and SOPs in order to ensure information available through the service is up to date and relevant. •Work will be performed on-site at the Bethesda offices of NIDCR, and on-site at Contextware’s offices, and the offices of their consultants. Program Management and Control Requirements: Progress meetings will take place every two weeks or as required to review the previous period’s activities. Meetings shall last no longer than one hour and will frequently take less time during the review process. Meeting attendees will include the Contextware project manager, and any other necessary participants as designated by the representatives. Meetings may be on site at the NIDCR facilities or could be conducted via conference call. Issues, problems or concerns will be quickly addressed via e-mail, phone call or meeting to identify the issues and discuss possible cause plus possible solutions as well as ways to prevent future problems. The sole source determination is based on the following; to facilitate the delivery of its services, Contextware Inc., has developed a unique software platform that brings the rigor and discipline of business process to managing content in context. Contextware is the manufacture of the intellectual property rights. Only Contextware knowledgeable engineers are qualified to deliver services using Contextware’s proprietary methodology and tools and those services can only be obtained directly through the company. Content and information is currently stored in the Contextware system. NIDCR desires to continue to use the same system for delivery of procedural information for the clinical and administrative community. Period of performance: The proposed period of performance for this service will consist of one (1) twelve month basic contract period and will include options to renew for two (2) twelve month periods. FAR Provisions apply to this acquisition are:1) FAR Clause 52.212-1 Instructions to Offerors Commercial Items (JUN 2008) 2) As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. Commercial Items; 3) FAR Clause 52.212-4, (SEPT 2009) Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 4) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. Only one responsible source and no other supplies or services will satisfy agency requirement. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations however; all responses received within ten days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due five days from the publication date of this synopsis or by May 10, 2010, 7:30am Eastern Standard Time.
