Description
PROCUREMENT TYPE: PRE-SOLICITATION The General Services Administration ("GSA") Northeast and Caribbean Region is please to announce an opportunity for General Construction (GC) Services for a new FBI field office and child care center in San Juan, Puerto Rico. This project includes the design and construction of a new Federal Buildings for the Juan FBI field office, a new Childcare Center, and associated sitework. The new federal building will be a high performance green building approximately 240,000 gross square feet and approximately 5 stories in height. The new Childcare Center will be approximately 14,500 gross square feet and one story in height. Site work includes a site surface parking area that accomodates 400 spaces. The building will be located in Puerto Rico. The project site is on an existing 27 acre federal campus located at 150 Carlos E. Chardon Street in the Hato Rey area of San Juan. The existing Federico Degetau Federal Office Building (FOB) is located on the most western section of the site and will remain in place. This project will be designed under GSA's design excellence program and will make a distinct architectural statement that is responsive to the existing structures on the site and provides the FBI with a facility that will meet their current security requirements and space needs. The new facility will meet the FBI's ISC level four (4) security criteria including all setbacks, progressive collapse, and blast resistance requirements. The new facilities will be energy efficient and must achieve at a minimum a LEED silver rating from the U.S. Green Building Council. Additionally, the project is located in an area designated to have a.02% annual chance of flooding (500 year flood event), as such the resulting design will mitigate the risk associated with this event. Design funding for this project was provided by the American Recovery and Reinvestment Act (ARRA) of 2009. A portion of this funding was used by the General Services Administration to procure the services of an A/E firm to produce a master plan and garage design for the federal site. This master plan will be the basis for the design of the FBI facility. A separate A/E firm has been selected for the design of this project. A CM agent has also been selected for the project. This procurement is for the selection of a highly qualified General Contractor (GC) firm interested in providing design phase services and construction services for this new facility. The scope of work will include, but not be limited to, reviewing and evaluating design submissions, providing cost estimates, providing value engineering suggestions, and construction of the new facility. GSA intends to contract for construction services that offers the best overall value to the Government by demonstrating a commitment to construction excellence, by providing and maintaining a viable team organization and by adherence to the budgetary and time parameters of this project. Th Estimated Construction Cost Range for this project is between $120,000,000 and $130,000,000. Funds allocated via www.recovery.gov reflect funds for design of the entire project and construction of a separate parking garage currently under construction. Construction funding for this project will be requested in the FY2012 capital program request. The Request for Qualifications (RFQ) is scheduled to be issued on or about June 1, 2010, via FedBizOps (http://www.fbo.gov/). A pre-proposal conference date will be posted on the FedBizOps. All correspondence in response to this announcement must clearly indicate the Solicitation Number. The design of this project is being funded by the American Recovery and Reinvestment Act (ARRA) for 2009. Reporting documents from the Contractor are mandated per the act.
