Description
The U.S. Army Corps of Engineers (USACE), Nashville District Contracting Office is hereby issuing a pre-solicitation notice for a firm fixed-price requirements contract for Services to Provide Paving and Resurfacing at Various Recreation Areas located at Center Hill, Cordell Hull and Dale Hollow Lakes within DeKalb, Smith, Jackson, Clay and Pickett Counties, Tennessee. The proposed acquisition will be awarded with a maximum contract amount of $600,000.00 under the terms and conditions of a requirements type contract with a twelve (12) month base period and two (2) additional option year periods. The North American Industry Classification System (NAICS) code for this acquisition is 237310. This requirement has been 100% set-aside for SMALL BUSINESS. All work under the proposed contract shall be performed within the confines of Clay, DeKalb, Jackson, Pickett and Smith Counties, Tennessee. Davis Bacon Wage Decision Number TN20100017 for Highway Construction for Clay, DeKalb, Jackson, Pickett and Smith Counties, Tennessee will govern the work under this contract. Performance and payment bonds, 100% of the contract amount, are required for performance of the proposed contract. A bid guarantee in the amount of 20% of the bid price (or NTE $3M) is also required. Under the proposed contract, the Contractor shall provide all plant facilities, supervision, labor, materials, equipment, supplies and transportation necessary to complete the scope of work. All work under the proposed contract shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturers specifications and recommendations, and all contract special provisions, terms and conditions. The work under the proposed contract shall consist of paving, resurfacing, repair of base failures and/or reshape and compact existing roadways and parking areas, and install guardrails at various recreation areas located in Clay, DeKalb, Jackson, Pickett and Smith Counties, Tennessee. It is anticipated that one (1) contract will be awarded under the terms and conditions of sealed bid procedures, to the bidder whose bid is responsive to all aspects and requirements of the invitation for bid, considering price and other price related factors included in the invitation. All work under the proposed contract will be ordered by issuance of individual task orders. USACE Nashville District Invitation for Bid (IFB) number W912P5-10-B-0009 will be issued on or about 21 May 2010 to the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/ or by accessing FedBizOpps at https://www.fbo.gov. No paper copies of the IFB will be available. Once the IFB is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Interested parties must be currently registered in the Central Contractor Registration (CCR) to receive a Government contract award. Bidders may register with the CCR at http://www.ccr.gov/. Online Representations and Certifications Application (ORCA) must also be current to qualify to receive a contract award.
