- Solicitation W911SA-10-T-0254, Amendment 1 Question 1: Does the Place of Performance have a proper facility to perform the work requested? Answer 1: Yes, the work is to be done off-site. Question 2: Can the tankers be driven offsite to perform the work? Answer 2: Yes, they can be transported up to a 75 mile radius of AMSA 56, 185 N, Yearling Rd, Whitehall OH 43213. Question 3: What are the effluent disposal procedures? Answer 3: Should not be an issue as the work is done off-site. Question 4: Why a DOT hydrostatic pressure retest, when these are gasoline tankers? Shouldnt it be a pneumatic pressure retest of each tank? Answer 4: Ohio requirement to meet DOT specifications. Question 5: Does the Place of Performance have the necessary equipment to lower the fifth wheel? Answer 5: Place of Performance is the vendors place of business. Revised Performance Work Statement PERFORMANCE WORK STATEMENT Purge 5,000 Gallon Fuel Tankers The Contractor shall provide all labor, equipment, tools, supervision, materials and supplies and other items or services necessary to purge 26 US Army owned 5000 gallon Fuel Tankers Models M967A1/2 and M969A1. Place of performance will be off-site, at the contractors shop. Shop must be located within 75 miles of AMSA 56, 185 N, Yearling Rd, Whitehall OH 43213. Period of Performance: 6 fuel tankers must be purged prior to 18 May 2010, with the remaining 20 completed by 4 June 2010. Purging is to be coordinated with Mr. James Gunkelman, 614-692-2022, Shop Supervisor, AMSA 56. Specifications Vendor Responsibilities: Steam purge tank, lines and equipment. Perform DOT exterior visual inspection of tank. Perform DOT leakage test of tank, lines, and equipment. Perform DOT internal visual inspection of tank. Perform DOT hydrostatic pressure retest of tank. Remove and inspect upper 5th wheel plate, reinstall with new mounting grade 8 hardware. Remove residual water and air dry the interior vessel. Issue DOT test papers and certification of steam purge for each tanker upon completion. CERTIFICATE OF CONFORMANCE The Contractors signed certificate shall be attached to or included with the solicitation submission and will be incorporated by reference in any resultant contract. The certificate shall read as follows: I certify that on Thusday, 06 May 2010, ___________________________ will conform with the requirement of completing Purging and DOT Testing (6) Fuel Tankers prior to 18 May 2010 and Purging and DOT Testing the remaining (20) Fuel Tankers prior to 4 June 2010 as noted on the Request for Quote W911SA-10-T-00254. Original solicitation W911SA-10-T-0254 This is a combined synopsis/solicitation for commercial items prepared in accordance with the Simplified Acquisition procedures in FAR 13 and the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. W911SA-10-T-0254 is issued as a Request for Quotation (RFQ) and is due by 04 MAY 2010, 9:00 AM CST. This solicitation is Unrestricted under NAICS code 811310 with a size standard of $7.0 M. Ensure pricing is broken down by CLIN. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09.
