- Notice of Intent to Sole Source - Only One Responsible Source The U.S. Department of Energy (DOE), Richland Operations Office (RL) intends to award a sole source contract under the authority of FAR 6.302-1, to the Office of the Washington State Historic Preservation Officer (SHPO) located at: Department of Archaeology & Historic PreservationSuite 106 1063 South Capitol WayOlympia WA 98501Phone: 360-586-3065Website: http://www.dahp.wa.gov/ The requirement is for cultural resource reviews and documentation services for the Hanford Site (located in Benton County, Washington). The DOE-RL is responsible for ensuring that the federal legal requirements pursuant to the National Historic Preservation Act (NHPA) are met when any cultural and historic resource at Hanford is affected. This law and its implementing regulations: 1) authorizes DOE-RL to expend funds for the purposes activities carried out in pursuant to this act and, 2) requires DOE-RL to consult with the SHPO on cultural resource reviews and documentation. Depending on the complexity of the project, cultural resource documentation that the SHPO reviews could include: monitoring plans, data recovery reports, review of archaeological site forms, National Register Determinations of Eligibility, research designs, mitigation action plans, memorandum of agreements, programmatic agreement, and post review discovery reports. As a result of the American Reinvestment and Recovery Act of 2009 (ARRA), there has been a significant increase in projects at Hanford requiring SHPO cultural resource reviews. The number of reviews has gone from a few per year to potentially dozens and is expected to continue to increase throughout 2011. The SHPO office staff is currently unable to timely review this large increase in cultural resource documentation which will negatively impact project schedules and costs. Only a qualified archaeologist meeting Department of Interior standards in the SHPO office can review these documents. The SHPO administers the national historic preservation program for the State of Washington, reviews National Register of Historic Places nominations, maintains data on historic properties that have been identified but not yet nominated, and consults with federal agencies pursuant to the National Historic Preservation Act. The SHPO is appointed by the Governor and the appointed officer is the only designee who can perform this review. Therefore, DOE-RL is required by NHPA to work with the SHPO office to fulfill the requirements. The contract with the State of Washington will provide for an archaeologist meeting the Department of Interior standards who is detailed to the Washington SHPO office, and is tasked with working solely on DOE-RL projects. With this contract in place DOE-RL can ensure that the State of Washington has the required personnel to review the cultural resource documentation under the NHPA and, therefore, is not delaying cleanup at Hanford. This acquisition is classified under North American Industry Classification System (NAICS) Code 921190, Public Property Management Services, Government. Small business size standards are not established for this sector. Establishments in the Public Administration Sector are Federal, state, and local government agencies which administer and oversee government programs and activities that are not performed by private establishments. As a result of this notice, the Government may award a sole source contract for a period of up to two years. The statutory authority permitting other than full and open competition is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
