- The USDA Forest Service, Southern Research Station anticipates soliciting offers and subsequently awarding a HUBZONE set-aside, firm fixed price contract for the construction project known as the Wood Products Insect Research Unit. In order to a proposal in response to the solicitation, all contractors are required to be HUBZONE certified by the U.S. Small Business Administration at the time the proposal is submitted. NO EXCEPTIONS. Failure to be certified at the time of submission will render your proposal nonresponsive to a material requirement of the solicitation and will be rejected as such. The project is designed to be Leadership in Environmental and Energy Design (LEED)-certified under Version 2.2 criteria that can be found on the US Green Building Council (USBC) website. The magnitude of construction for this project is between $1,000,000 and $1,500,000. A bid bond will be required to be submitted with all proposals and payment and performance bonds will be required by the successful contractor. The project consists of constructing a 5,513 SF laboratory building and associated site work and utilities. Site and utility work includes connecting to existing utility lines onsite, constructing a 150’ L X 35’ W stormwater detention pond and site preparation for building construction. The building shall be a concrete masonry unit (CMU) construction with a standing seam metal roof and conventional HVAC system. The building will house 1,850 SF of basic laboratory space, including fume hoods, a four-pipe gas system and laboratory-grade casework. The remaining space is designed for general office and support functions. The construction site is located on the Wood Products Insect Research and Forest Inventory and Analysis Field Office location at 210 Lincoln Green, Starkville, MS 39759. The solicitation will be a negotiated best-value using trade-offs request for proposals (RFP). The following primary evaluation factors will be used to conduct the evaluation: Key Personnel Qualifications and Experience; Past Performance; LEED construction experience; Subcontractor Utilization; and Price. The solicitation should be available on this website on or about May 19, 2009. There will be a pre-bid meeting at the site on May 25, 2010 at 10:00 a.m. Details will be included in the solicitation. Contractors are HIGHLY ENCOURAGED to attend the pre-bid meeting. Offerors must register on the site in order to receive notification of the upload of the solicitation and any changes thereto. The offeror is responsible for monitoring this site for release of the solicitation and any subsequent postings.
