(17) Place of Contract Performance: Wright- Patterson AFB Ohio (18) Set-Aside Status: Compliance with FAR 13.003(b) (1) This acquisition is for advisory and assistant services (subject matter expert), as defined under FAR 2.101, specifically for engineering expertise for Universal Aerial Refueling Receptacle Slipway Installation (UARRSI) in support of the HC/MC-130J Structural Aircraft Ground Test Plan development and testing. The UARRSI involves the fuel connection of the airborne receiver with the tanker. Expertise is sought in UARRSI structural integration and testing. A Request for Proposal (RFP) is posted to Fed Biz Ops. A copy may also be obtained by contacting Mr. William Leslie or John R. Shock at 668 AESS/PK, 1895 Fifth Street, Wright-Patterson AFB, Ohio 45433-7200; telephone 937-255-2783 or 937-656-6457. Offerors must submit their proposals in accordance with the stated requirements of the RFP. The contract will be awarded to that offeror who demonstrates in accordance with the requirements of the RFP, that it possesses the technical and engineering expertise in UARRSI integrating and ground testing, to perform the required work in accordance with the Performance Work Statement, and has the lowest total price among all offerors. Proposals will be received until 1500 hours Eastern Daylight Time (EDT) 18 May 2010. Any proposal received after that time will be returned unopened to the offeror. All responsible sources may submit a response to the RFP, which, if timely received, must be considered by the agency. However, based upon market research, the government currently intends to negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, only proposals received by 18 May 2010 will be considered by the government. A determination by the government not to compete the proposed contract is based upon responses to this notice is solely within the discretion of the Government.
